Duties

Help

The Office of Equity and Civil Rights (OECR), provides direct support and assistance to accomplish NSF's strategic goal of performing as a model agency that provides equal employment opportunity (EEO) to all employees and applicants in all personnel/employment programs and management practices and decisions. Its mission is to ensure the agency is in compliance with the laws and regulations that govern Federal-sector EEO and civil rights and to foster a diverse and inclusive work environment that ensures equal opportunity through policy development, workforce analyses, outreach, and education to best serve NSF's employees and its stakeholders.

The incumbent serves as an Administrative Specialist within the Employment and Accessibility Branch (EEAB), and provides administrative support in a confidential capacity to the Chief, EEAB, and assists the Disability Program Manager, the Equal Employment Opportunity (EEO) Complaints Program Manager, and other EEAB and OCER staff. Specific duties include:

  • Serves as confidential assistant to the Branch Chief and handles confidential and sensitive information with discretion; serves as liaison between OECR and other internal offices and external organizations; completes special assignments.
  • Works closely with the Branch Chief in management planning, meeting planning, and coordinating and organizing policy activities, analyzes logistical issues and recommends options during planning and policy formulation and leads the coordination of conferences and meetings for the Branch Chief and senior staff.
  • Ensures that the Branch staff receives necessary office support with respect to handling of telephone calls, correspondence, travel arrangements, time cards, scheduling appointments and scheduling meeting arrangements, note taking, reporting, record keeping, etc.
  • Assists in managing reasonable accommodation request, providing budget and administrative support for RA process and Program Manager
  • Assists in the evaluation of business processes, developing/updating internal Standard Operating Procedures (SOPs).
  • Conducts research and analyzes data, creates reports.
  • Controls correspondence – drafts, reviews, tracks, creates templates, etc.
  • Performs file and records management activities.
  • Serves as purchase card holder, and supports other financial/budget functions
  • Manages overall travel and training responsibilities for EEAB.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade/equivalent.

Qualifications

To qualify at the GS-9 level, you must have one of the following:

-One year of specialized experience equivalent to the GS-7 level in Federal service applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Examples of specialized experience include: serving as a personal assistant in a confidential capacity to a senior agency official; performing management planning, meeting planning, and coordinating and organizing policy activities; performing various administrative duties independently; and completing special assignments of a high priority and sensitive nature. OR

-Possess a master’s or equivalent graduate degree. OR

-Possess 2 full years of progressively higher level graduate education leading to such a degree. OR

-Possess a combination of post high school education and experience that together meet the qualification requirements for this position.

To qualify for the GS-11 level, you must have one of the following:

-One year of specialized experience equivalent to the GS-9 level in Federal service applying analytical and evaluative techniques to issues or special projects concerning the efficiency and effectiveness of program operations. Examples of specialized experience include: speaking for the senior official in informal circumstances, communicating their goals and objectives; researching a wide variety of subjects and analyzing data and information in order to provide the senior official with authoritative information and materials; planning and coordinating travel, accommodations, and transportation arrangements for the official and special guests.  OR

- Possess a Ph.D. or equivalent doctoral degree.  OR

- Possess 3 full years of progressively higher level graduate education leading to such a degree.  OR

- Possess a combination of post high school education and experience that together meet the qualification requirements for this position.

Education

Education may be substituted for experience as described in “Qualifications."

If qualifying based on education, you must submit TRANSCRIPTS (unofficial copies are acceptable) or a DIPLOMA that verifies that the requirement is met.
