The Financial Management (FM) & OGP IT Services Division (ICT) manages and supports a wide range of financial management applications and provides the oversight and management of the OGP IT Systems. This division specializes in operations & maintenance; development, modernization, & enhancements; process realignment/automation/ improvement; and systems migrations & transformations.

As an IT Project Manager you will be responsible for the following duties:

  • Serves as an expert project management specialist and consultant, managing and directing multiple highly complex and innovative IT projects and initiatives.
  • Consult with and advise product owners, stakeholders and customers in modern IT and software selection, implementation, testing and deployment methodologies, tools, techniques, and ways of thinking to create enduring change and to spread the adoption and application of innovative tools and techniques throughout GSA.
  • Determine project scope and approach and monitoring overall development and performance of IT projects.
  • Develops new insights into situations and applies innovative IT solutions to implement new or cutting -edge programs and processes.
  • Reviews projects for technical feasibility and adherence with the project objectives.

  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-14 salary range starts at $111,521.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  1. Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates “state of the art” technology of the industry.
  2. Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.
  3. Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints.
  4. Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.

In addition to the IT Specialist Competency Requirements listed above, you must meet the specialized experience requirements as stated below:

SPECIALIZED EXPERIENCE REQUIREMENTS:

Specialized experience is defined as experience managing projects in at least one of the following areas: data and analytics, financial management systems, cloud computing, robotics process automation (RPA), or cybersecurity and privacy controls. Experience includes applying analytical processes to the planning, design, and implementation of new and improved information technology systems to meet the business requirements of customer organizations.
