Duties

Help
  • Develops unit prices for use in fair and reasonable contract estimates for all projects in the district.
  • Develops estimates by evaluation of plans, labor, indirect costs and material requirements.
  • Make sound decisions and recommendations concerning standard engineering practices
  • Advises or consultant to higher graded engineers on construction, indexes, designs and negotiations.
  • Serves as a Cost specialist in performing cost risk analysis activities, and ensures that appropriate risk analyses are performed to identify the amount of contingency added to a project cost estimate to reduce the uncertainty to an acceptable level.
  • Responsible for an accurate baseline cost estimate during the feasibility study.
  • Prepares estimates and designs layouts of various types of structures and projects under consideration in the preliminary or survey report stage of development.
  • Develops and consider alternate schemes and to recommend selection of the best design based on simplified construction analysis, reference to precedent cases and the proper application of technical theories.
  • Determines details to the extent necessary to allow costs to be computed and project justification to be established.
  • Construction and design problems of this type include such structures as breakwaters, groins, dams, spillways, outlet works, bridges, walls, locks, and various types of gates

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized experience: GS-09: one year of specialized experience which includes making technical recommendations based on preliminary data interpretation and test results; manipulating survey data for more advanced functions, such as establishing contours and grading plans.


Specialized experience: GS-10: one year of specialized experience which includes assisting engineers and technical staff in the preparation of project plans, specifications, cost estimates, and/or schedules; reviewing of plans and specifications prepared by others; and performing project inspections and reporting on their findings.
