Help

The regional, distributed impacts of the changing climate are now reaching communities across the United States and around the world, putting lives, our economy, our food supply, and our security at risk. Accordingly, NASA Earth Science is experiencing rapidly increasing demands for the knowledge, data, projections, and assessment tools to help agencies, individuals, and communities adapt to and mitigate climate change and other changes in the Earth system.

The Associate Director for Earth Action, Earth Science Division:

  • Leads the strategic direction, planning, and overall management and leadership of NASA Earth Action, an initiative to dramatically accelerate and amplify the impact of NASA Earth Science.
  • Leads the development and implementation of a strategy to maximize the impact of NASA Earth Science, focused on scaling of NASA science and tools for response to climate and other changes, new approaches to building and deploying user-centered applications, and ensuring that NASA data and information (including data from the Earth System Observatory) are positioned to inform policy and planning at all levels of government.
  • Manages a budget of more than $100M and leads a team of approximately 25 team members, including civil service and contractor employees.
  • Leads ESD-wide initiatives to bridge the gap between scientific discovery and the application of that scientific knowledge to decision-making at Federal, state, local, and tribal levels of government, as well is in the private and philanthropic sectors.
  • Provides executive leadership of projects and programs that develop and field applications of Earth science data, models, and projections to support greenhouse gas monitoring and information systems, health and air quality, agriculture and water management, wildfire management, disaster preparedness and response, climate resilience and community action, and other emergent areas with critical societal needs.
  • Oversees programs that build capacity within the United States and around the world to use Earth science data to improve quality of life through training, consortia, challenges, and prizes.
  • Ensures applications of Earth science data influence decisions and planning across ESD, including technology investment, flight programs, data management, research, and analysis.
  • Leads innovation in methodologies and demonstrations to accelerate the uptake of science and information, in partnership with the Chief Science Data Officer.
Amended salary range to reflect 2023 pay rates.

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.

MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1- Demonstrated experience as a strategic and collaborative leader in defining and understanding user needs for Earth remote sensing information, developing novel approaches for societal applications, influencing domestic and international Earth science research communities, and driving positive societal impacts and/or policy responses to environmental change, including identifying, establishing, and prioritizing opportunities.

MTQ 2- Demonstrated experience in successfully leading development and management of large and complex societal applications of science information, creating impact in programs involving multiple governmental and community stakeholders, and leveraging partnerships with international, commercial, and/or philanthropic organizations.

Education

This position has a positive education requirement. To be eligible, you must clearly state in your resume the following: degree, major and/or minor, and college/university.

A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.
