Duties

Help
  • Responsible for programming and annual budgeting submissions and ensures program accomplishments are within budget allocations. Makes recommendations for budget adjustments.
  • Provides leadership in initiating, reviewing, coordinating, and developing budgets; implementation and monitoring of the annual work plan for those programs under the incumbent's direction.
  • Responsible for the technical and administrative supervision of interdisciplinary professional and technical positions to carry out the mission of the organization.
  • Plans work to be accomplished by subordinates; makes assignments based on capability and expertise; evaluates the work performance of subordinates.
  • Develops performance standards; gives advice or instruction to subordinates on work and administrative matters.
  • Reviews completed projects for conformance with objectives and prescribed standards. Completed assignments often serve as recommendations.
  • Provides policy level advice to subordinates when required and ensures compatibility of work products with Bureau standards.
  • Maintains a positive working relationship with other governmental agencies, collaborative groups, and the public.
  • Provides input to the preparation, implementation and conformance of land use plans, interdisciplinary activity plans and ecosystem plans.
  • Ensures that activities are in compliance with approved land use plans and that specific actions meet stipulations and mitigating measures identified in environmental documents.
  • Coordinates with the Associate/Deputy Field Manager, other management specialists, and other staff for management of energy and mineral development; lands/realty operations; recreational activities: and administrative support services.

Qualifications

To qualify for the GS-12: To qualify for the GS-12 you must have one (1) year of specialized experience, equivalent to at least the next lower grade (GS-11) in Federal service. Specialized experience is further defined as demonstrated experience in recreational resources management (off-highway vehicle operations, permitting, and management; wilderness resources, visitor services and recreational fee collection experience, recreational land use planning, facilities planning and management, or equivalent), workforce management and strategic planning; identifying issues, resolving conflicts, and negotiating solutions. Oversight responsibilities for professional and technical staff management, administrative and financial management functions, as well as managing or supervising a complex recreation, visitor services, fee collection, or wilderness resources; and experience in overall recreation program management, budget, or human resource functions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
