Duties

DUTY 1: Develops and applies ORA-based analytical processes, methods, and tools to provide analysis, review, planning staff support, coordination, research, analysis, evaluation, document preparation, and briefings to inform decision making by the J8 leadership team and other senior leaders across the Command, and to provide expert support for the Commander and leadership team's efforts to lead DoD cyberspace program partners in devising long-range (i.e., five- to 10-year) strategies, priorities and plans for the cyberspace program.

DUTY 2: Contributes to integration of findings derived using ORA methods and tools into the specific forms required by the DoD program and resource planning process.

DUTY 3: Defines and executes project plans for the conduct of personally-assigned ORA analyses, as well as those requiring team effort.

Qualifications

This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Professional and Scientific" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT - 1515 OPERATIONS RESEARCH ANALYST:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Evaluation of Education:
The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.

Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.

The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. Courses in theory of probability and statistics are highly desirable, but are not specified as minimum educational requirements because to do so would possibly exclude some applicants who would otherwise be well qualified.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of and ability to devise, apply and adapt a wide range of functional/analytical concepts, principles, and practices associated with classical and modern operations research, mathematics, or statistics. Demonstrated ability to combine this analytical expertise with broad functional and programmatic knowledge of the DoD cyberspace program and of DoD strategic planning processes (e.g., POM, PPBE) to complex assignments, such as those requiring the design, development, adaptation, and application of decision-making models to assess cyberspace program requirements and prioritization. NOTE: You must submit a copy of your college transcripts. Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

POSITIVE EDUCATION REQUIREMENT: This position has a positive education requirement. If transcripts are not provided, your resume MUST list the appropriate academic field (e.g. biology, mechanical engineering, economics, sociology, etc.) and all courses you have taken (including those failed), which appear to satisfy the qualification requirements of the position for which you are applying. List graduate and undergraduate courses separately. Include the descriptive title and course code, completion date, grade, number of semester, quarter or classroom hours (for education completed at business, secretarial, technical school or military schools) and graduate and undergraduate classes. **As of 1 Sep 2016, current internal AF employees must attach their transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Ability to identify, adapt, and apply operations research analysis concepts, methods, and tools to plan, conduct, and explain the results of analyses of complex military, intelligence, and/or other U.S. government agency programs.
  2. Ability to design, develop, adapt, and/or apply decision-making models related to contribute to program requirements, validation, and prioritization, and to support formal processes like the Program Objective Memoranda (POM) and Planning, Programming and Budget Execution (PPBE).
  3. Ability to combine functional and programmatic knowledge with analytical skills to provide findings and recommendations for optimizing the Command's ability to meet future mission requirements based upon strategic guidance.
  4. Knowledge of and ability to select and apply regulations, policy directives, and practices governing DoD strategic planning processes used to develop and justify recommendations for definition of priorities and programs, and resource allocation and expenditure.
  5. Ability to define assessment projects in terms of purpose, scope, and budget/schedule, and to use resulting project plans to manage and integrate related activities and achieve objectives.
  6. Ability to engage in collaborative discussions of substantive strategic assessment issues with colleagues and cyberspace SMEs, and to effectively communicate and advocate for the Command's proposals and positions and adjudicate differences.

  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
