Duties

Help
  • You will serve as a Supervisory IT Cybersecurity Specialist (INFOSEC) in the Office of the Navy Authorizing Official (NAO).
  • You will manage and guide daily activities associated with the command's authority as the Authorizing Official (AO) for all Navy networks, information systems, and services with particular focus on synchronizing cybersecurity risk management.
  • You will apply expert knowledge to divert risk, integrate cybersecurity with operational planning, identify critical terrain in cyberspace, and set priorities in a dynamic and challenging landscape.
  • You will review identified vulnerabilities and potential shortfalls of Navy network systems and specify actions to mitigate risks.
  • You may lead personnel and set goals, objectives, requirements, and priorities, consistent with those broadly defined by the Director/Deputy Director.
  • You will use analytical methods and make authoritative decisions to resolve highly complex, sensitive, or ambiguous challenges, including those requiring interactions with higher echelons and external customers.
  • You will understand the DoD Risk Management Framework (RMF) strategy and procedures that are used to assess and authorize Navy networks, systems, and applications in accordance with DoD Instructions 8500.01 and 8510.01.
  • You will support development and retention a diverse high quality work force balance while planning work to be accomplished by subordinates, set and adjust short term priorities, assess the quality of work and providing constructive feedback.
  • You will support planning of strategic direction for the Division to optimize contributions to the management and oversight of Navy community risk in cyberspace in balance with risk to the functional mission a system is designed to support.
  • You will use expert knowledge of standards for specific technology in use, ports/protocols/services used by the system to communicate and requirements for and registration of external circuits or cross-domain solutions to be employed.
  • You will use expert knowledge of standards for compliance with related DoD and Navy policies for requirements using formal agreements with mission partners such as Memoranda of Understanding (MOUs) and Inter-Service Support Agreements (ISAs).

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 611 within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled by demonstrating each of the four competencies listed below:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Protects and defends information and information systems to ensure confidentiality, integrity, and availability.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Works with joint, coalition and Navy operations, mission and organizational structure, supporting COCOM, DISA, USCYBERCOM, DOD, OPNAV, FLTCYBERCOM or other cyber commands or operating forces sufficient to apply principles of operational risk management.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Develops the competencies of others to perform and contribute to the organization by inspiring and providing a learning environment of ongoing feedback and opportunities.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Identifies problems; determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to my experience demonstrating the four competencies above, I have qualifying experience such as:
-Experience assessing risk to both cyberspace operations and the functional mission a system which is designed to support and determine the acceptability of risk to allow operating the system.
-Experience analyzing workload, determining priorities and assigning tasks and redirection to subordinates.
-Experience with operational risk management to make recommendations for authorizations to operate an information system or network in a specified security mode and confirm that the residual risk is within acceptable or unacceptable limits.
-Experience applying critical thinking when external direction or policy requires interpretation. Expertise in reviewing and directing the collection of actionable metrics on the effectiveness and efficiency of both shared and internal work processes and to formulate means to improve.
-Experience evaluating, implementing and disseminating industry standards for NIST, DoD, and/or DON cybersecurity processes, policies and best practices for DoD and/or Federal information systems, sites, applications, and networks.
This position is within the Work Category SUPERVISORY/MANAGERIAL at Work Level SENIOR, Series and Grade GG-2210-14.
