Duties

Help

This position has the responsibility for managing a business activity by formulating instructions and directives necessary to operate a fluid, profit generating business activity with a fluctuating customer base. The Department provides a wide variety of recreational and hospitality services for Active Duty Military personnel and their families, retirees and their family members and Department of Defense (DOD) civilians residing in and around the area.

- Applies financial oversight for the business activity, NAF (GPC) Government Purchase Card Program, Fleet fuel card, fixed assets, and resale inventories.
- Provides technical guidance and administrative oversight over professional, technical, skilled and unskilled employees utilizing direct and/or indirect supervision of subordinate supervisors and employees.
- Develops and executes business plans, financial reports, grants and financial data calls.
- Analyzes budget execution to ensure maximum benefit is received from financial resources without sacrificing efficiency or violating established resource management system procedures.
- Develops and monitors quality control procedures for business activity operations. Monitors revenue and expenditures, inventory ceilings, cost of goods sold, labor and net income percentages.
- Formulates and maintains a system of internal management controls for funds, assets and facilities.
- Ensures adequate staffing, effective training and appropriate supervision is maintained throughout and in compliance with established personnel administration in order to meet mission requirements.
- Assigns work, defines priorities, selects and recommends applicants for hire, evaluates performance, recommends pay adjustments/awards, provides or recommends training, approves and/or disapproves leave requests, initiates corrective actions, and recommends formal corrective/disciplinary actions as warranted.

- Ensures facilities are well-maintained and appeal to the needs of the varied clientele and that they are operated in a cost-effective manner.
- Aggressively works towards the achievement of meeting program standards and achieving accreditation status.
- Manage supervisory aspects with regard to staff and volunteers including requesting overtime, time off work, coaching, training, developing and mentoring.

Qualifications

One year of specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.

Specialized experience must demonstrate the following:

  • Uses creativity to plan, promote and implement well-rounded Community Recreation programs utilizing numerous facilities within the entire MWR Department in accordance with CNIC approved program standards.
  • Coordinates leisure skills development activities and classes.
  • Organizes community special events such as comedy shows, holiday events, celebrity appearances, concerts, 4th of July Festival, and Winter-fest, which are just a few of the many programs offered throughout the year.
  • Serves as a liaison for MWR related activities associated with Training Support Center (TSC), Fleet & Family Readiness Departments (N9) and other tenant commands on base, on an as needed basis.
  • Provides support for unit allocation events to include equipment, programming ideas, and coordination assistance.
  • Responsible for the development, management, maintenance, planning, business plan execution, and administration of a diverse Community Recreation program.
