Duties

Help

As a public outreach specialist, you will support ODNI and executive leadership to reach new and traditional audiences. The ideal candidate has a background in strategic communications and public affairs. We seek a candidate who is an excellent communicator, detail-oriented, and is constantly learning, proactive, and thrives under changing deadlines and circumstances. Previous event planning experience is helpful but not required. The candidate should also be committed to their own professional development.

Organize and facilitate internal and public outreach events for ODNI senior leadership.

Develop prep packages and messaging materials for principals in advance of their engagements.

Manage relationships and coordination with host organizations, identifying external relation requirements and coordinating with the appropriate ODNI components on both the planning and execution of events.

Arrange engagements with stakeholder groups such as influential community leaders, academic institutions, public policy organizations, and other concerned constituencies, to provide accurate information on ODNI activities and priorities.

Help advance our office's integrated communications efforts with our internal communications, multimedia, and media relations teams.

Identify strategic outreach ideas and support the development of outreach plans to reach diverse audiences.

Cultivate and maintain productive working relationships with staff in other communications organizations in the Intelligence Community (IC), and, as appropriate, members of the media, community leaders, policy groups, and/or concerned constituencies to provide information about ODNI mission, programs, and activities.

Coordinate public outreach activities among intelligence organizations and other US Government agencies as necessary to ensure key Intelligence Community (IC) messages are consistent and synchronized.

Plan, develop, and produce informational materials concerning ODNI mission, programs, and activities for dissemination to stakeholders and obtain feedback on the effectiveness of these materials.

Maintain the ODNI Speakers Bureau/Events Database and make recommendations for appropriate staff to represent the ODNI at public events.

  • Must be a U.S. Citizen residing in the United States
  • Appointment is be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Demonstrated interpersonal skills and the ability to interact with a variety of audiences, including executive leadership, and convey information to a variety of audiences on ODNI's mission, vision and goals.

Demonstrated analytical and critical thinking skills, including the ability to think strategically and to develop and produce complex public affairs information and materials.

Demonstrated ability to manage competing priorities under strict deadlines while maintaining a high level of attention to detail; demonstrated ability to work effectively with senior leaders in a high profile and demanding office.

Demonstrated ability to develop innovative and flexible solutions, make key contributions to group efforts, and take initiative.

Demonstrated ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as the ability to integrate and build upon diverse opinions.

Desired Requirements

Extensive knowledge of the ODNI, IC, Congress, and the overall national security apparatus.

Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview. If selected for an in-person interview, any travel or lodging will be at the applicant's personal expense.

Salary Determination:

The ODNI uses a rank-in-person system in which rank is attached to the individual. A selected ODNI candidate or other Federal Government candidate will be assigned to the position at the employee's current GS grade and salary.

For a selected non-Federal Government candidate, salary will be established within the salary range listed above, based on education and experience.

Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
