Duties

Help

As a Congressional Affairs Specialist you will:

  • Coordinate legislative activities for Congressional action, including hearings, and floor and conference consideration of legislation on which the NNSA has taken a position or interest. Track and analyze legislative initiatives and coordinate with Congressional committees and personal offices on legislative matters regarding defense and national nuclear security oversight.
  • Maintain an effective relationship with Congressional committee and personal office staffs to ensure effective exchange of information is maintained with NNSA and the Department. Participate in meetings and effectively communicate DOE/NNSA's positions and decisions to personal office and Committee staff. Gather accurate information to present to senior management, the Administration staff, and programs for follow-up action.
  • Provide programmatic analysis and advice to the Director of Congressional Affairs on the effectiveness of NNSA Congressional programs and activities, and other high priority program and policy issues of national significance and interest.
  • Perform duties involving a broad range of NNSA policy issues, legislative initiatives, and budget requests before the Congress. Apply a wide range of qualitative and quantitative methods for assessing program effectiveness; and make recommendations for improvement.
  • Assess the impact and consequences of actions within the Department/NNSA; anticipate the consequences of alternative decisions; and propose resolution methods based on knowledge of applicable administrative laws, policies, regulations, and precedents applicable to the administration of important programs and knowledge of agency goals and objectives.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the Federal service i.e., EN-00/NN-02 or GS-11.

Specialized experience for this position is defined as experience conducting at least 2 of the following activities:

1. Experience working on legislative or congressional affairs matters related to nuclear security or nonproliferation programs.
2. Experience working on Capitol Hill for a Member of Congress or Congressional Committee.
3. Experience working as a liaison with Congressional staff representing a Federal Agency on issues related to nuclear security or nonproliferation programs
4. Experience working for a Member of Congress or Committee Staff in support of the annual National Defense Authorization Act process or annual appropriations process with demonstrated expertise.
