Summary

This position is located in the USDA Food and Nutrition Service, Office of Policy Support. The incumbent analyzes data using quantitative and qualitative methods to advise on development of Agency policy, programmatic and legislative initiatives. Incumbent maintains core knowledge of nutrition assistance programs, policies, and regulations, and keeps informed of national trends, legislative developments, research, and other current developments that affect the work of the agency.

Duties

Help
  • Gathers and analyzes data using analytic techniques, spreadsheets, and/or statistical software. Provides an assessment of the economic, participation, and other impacts of potential program changes.
  • Assists in and/or designs, implements and manages routine and/or complex research and analysis projects.
  • Composes/contributes to written documents, including talking points, research summaries, briefing papers, decision memos, and data visualizations used to communicate findings of policy analysis/research and policy options clearly and concisely.
  • During briefings or meetings, translates complex technical information into plain language that can be understood by a non-technical audience.
  • Represents the Office or Agency in interactions with other agency staff and other Federal agencies.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirement: To qualify for the Social Science job series, all applicants must meet at least one of the following degree requirements by the closing date of the job announcement:
Successful completion of a degree in behavioral or social science, or related disciplines appropriate to the position.
OR
Equivalent combination of education and experience that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrates you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

In addition to the basic requirement you must also meet the minimum qualifications for this position:


To qualify for the GS-11 level applicants must possess one year of specialized experience equivalent to the GS-09 in the Federal and or Public Service. Specialized experience is defined as:

1. Utilizing quantitative and qualitative research methods to determine the impact of policy options;
2. Training in and/or experience using spreadsheet software (Excel) for advanced functions such as array formulae, lookup functions, or pivot tables;
3. Preparing written documents to describe results and methodologies used; AND
4. Designing, implementing, conducting, and critiquing research and analysis projects.

To qualify for the GS-12 level applicants must possess one year of specialized experience equivalent to the GS-11 in the Federal and or Public Service. Specialized experience is defined as:

1. Conducting quantitative and qualitative analyses of the impact of policy options (i.e. cost-benefit analysis, survey design and analysis, statistics, microsimulation, in-depth interviews, focus groups, and/or case studies; experience using statistical programs such as SPSS, SAS, Stata, or R);
2. Using spreadsheet software (Excel) for advanced functions such as array formula, lookup functions, or pivot table; and/or other complex research methods;
3. Preparing written documents that describe the methodology used and results of qualitative or quantitative analyses of policy options; AND
4. Designing, implementing, conducting, and critiquing research and analysis projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
