Help
  • Serve as an independent and impartial Ombuds.
  • Listen to concerns in confidence, and offer options for conflict resolution.
  • Provide recommendations to the Ombuds on the implementation of an integrated conflict management system.
  • Convene and/or refer resolution processes when appropriate.
  • Lead processes and projects requiring analysis of interrelated issues and complex interpersonal dynamics.
  • Assist the Ombuds in developing evaluation tools and protocols for use by the Ombuds Office for tracking, evaluating, and reporting on Ombuds work.
  • Identify options and obstacles for expanding access to Ombuds and coaching services as part of the integrated conflict management system.
  • Explain the role and functions of the Ombuds Office.
  • Develop and deliver training on communication and conflict resolution skills and evaluate the results.

Qualifications

Specialized Experience Requirement:

GS-13: One year of specialized experience equivalent to at least the GS-12 grade level. Specialized experience is defined as a majority of the following: Serving as an independent and impartial third-party neutral adhering to the professional principles and standards of Alternative Dispute Resolution and organizational Ombuds, providing conflict resolution services, which could include conflict coaching, facilitation, and/or mediation to resolve unstructured and interconnected problems involving workplace issues; handling incoming requests for assistance from managers and employees; listening to issues, questions, and concerns in confidence; acting as a source of information and education, offering options for potential resolution, and recommending the revision of policies and procedures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
