Summary

One (1) Permanent Full-Time Health Systems Specialist (Compliance Officer) position to be filled in the Quality Management Department (QM) at the Whiteriver Service Unit (WRSU) in Whiteriver, Arizona. The Incumbent is responsible for planning, designing, implementing, and maintaining the compliance program for WRSU. The Incumbent will be supervised by the Director, QM, WRSU.

Help

  • Develops, implements, and maintains the compliance program for WRSU to include the Whiteriver Hospital and Cibecue Health Center.
  • Reviews, updates, and formulates WRSU policies and procedures on compliance-related activities to consistency.
  • Oversees the education and training process for WRSU employees on compliance-related issues.
  • Monitors questions and issues, and reports possible non-compliance through established mechanisms.
  • Interacts with WRSU management on the review of the organization's initiatives for regulatory compliance and consistency in application, and provides recommendation for improvements for the WRSU compliance program.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT(S):Undergraduate and Graduate Education: Major Study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

MINIMUM QUALIFICATIONS: In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Serving as an expert in leading and overseeing a hospital compliance program including promoting ethics and integrity on hospital processes and procedures. Knowledge and experience in working with key individuals or key Agencies that specialize in hospital compliance and public health principles such as legal experts, clinical administrators and hospital administrators through a wide range of regulatory scenarios and circumstance. Demonstrated technical authority in the performance of internal risk assessments, investigative processes, compliance incidents, report finding, and development of solutions for various system-level processes to detect non-compliance and provide corrective measures for any violations and implement systems for internal controls for continued monitoring. Proficient in preparing reports and presenting them to Executive Leadership, governing bodies, stakeholders and regulatory agencies of either deficiencies or corrective action processes.

SELECTIVE PLACEMENT FACTOR:
Certification: Have active, current Healthcare Compliance (CHC) by the Health Care Compliance Association (HCCA) or Certified Professional Compliance Officer (CPCO) by the American Academy of Professional Coders (AAPC) or Certified Compliance Professional (CCP) by the Health Ethics Trust.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.
