Duties

The successful candidate will perform the full range of Grant Specialist duties to include performing administrative business, policy, and analytical work involving:

Administrative Business Policy

  • Assisting in grant management, pre-awards, and post awards activities, planning, and organizing business management of assigned grants and renewal applications.
  • Assigning various tasks to related to reviewing proposals in a limited range area, using a variety of standards guidelines.
  • Managing pre/post awards, and/or obligation of fund for grants, cooperative agreements using financial, administrative business and negotiation procedures.  

      (EXAMPLE): The incumbent has developmental level experience of principles, practices, and methods of initiating, planning, and conducting surveys to recommend changes to organizational grant policies, procedures, and awardee eligibility and eligibility criteria. 

Management of Post/Pre-Awards

  • Collaborating as a liaison with external customers, recipients, and awardees, to make logical decisions and develop solutions.
  • Negotiating business reviews, performance resolutions, designing and developing grants, performing final reviews of completed awards, processing close-outs, and conducting post-award and pre-awards.
  • Researching and formulating contract/grant proposals, proposal and pre-negotiation positions, and the administrating of cost estimating techniques.

       (EXAMPLE): Describe your experience soliciting, negotiating, awarding, and administering routine assistance vehicles.  Also, describe experience designing, developing, implementing, and interpreting grants/assistance management policies, procedures, and 2 CFR Part 200. 

Performance of Pre-Awards and Post Awards

  • Leading projects involving analyzing and evaluating the effectiveness of a procurement grants/awards.
  • Negotiating, establishing business and financial arrangements, resolving grant resolutions, reviewing formal close-outs of grants.
  • Administering, modifying, and terminating financial assistance actions, and performs budget analysis functions from simple to complex.

          (EXAMPLE): Administering grants and agreements by monitoring performance, progress, and cost, protecting the Government’s rights, enforcing all terms and conditions, and ensuring that all actions are properly completed. Reviewing the recipients most recently filed single audit for findings that may impact the administration of Federal funds or the performance of project activities and presenting information, ideas, and advice to customers in a clear, concise, and logical manner, both orally and in writing.

Administrative Business Policy  

  • Has successfully completed formal training and received a Grant Management Certificate.
  • Implementing and managing Federal grants and providing grants-related assistance and services.
  • Evaluating pre-post award grants/assistance policies and procedures.
  • Determining awardee eligibility using formulas and methodology to establish the awardee eligibility criteria.

      (EXAMPLE): The incumbent has a mastery level experience of principles, practices, and methods of initiating, planning, and conducting surveys to recommend changes to organizational grant policies, procedures, and awardee eligibility and eligibility criteria.

Management of Post/Pre-Award Financial Assistances 

  • Reviewing the recipients most recently filed single audit for finding that may impact the administration of Federal funds or the performance of project activities.
  • Serving as liaison with external customers, recipients, and awardees, to make logical decisions and develop solutions.
  • Negotiating business reviews, performance resolutions, designing and developing grants, performing final reviews of completed awards, processing close-outs, and conducting post-award and pre-awards.

       (EXAMPLE): Describe your experience soliciting, negotiating, awarding, and administering routine assistance vehicles.  Also, describe experience designing, developing, implementing, and interpreting grants/assistance management policies, procedures, and 2 CFR Part 200.

  • Negotiating and establishing business and financial arrangements, resolving grant resolutions, reviewing formal close-outs of grant.
  • Administering grants and agreements by monitoring performance, progress, and cost, protecting the Government’s rights, enforcing all terms and conditions, and ensuring that all actions are properly completed.

       (EXAMPLE): Describe your experience in federal funds, administering grants.

Therefore, to the extent that an NRC job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to Executive Order 14043, that requirement does not currently apply.

Qualifications

GG-1109-11: In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-09) in the Federal service or equivalent experience in the private or public sector.  

The ideal candidate will be able to demonstrate the following: 

  • Experience in assisting in grant management, pre-awards, and post awards activities, planning, and organizing business management of assigned grants and renewal applications.
  • Experience researching, planning, and formulating agency procurement procedures, principles, and policies.
  • Experience in administers, modifies, and terminates financial assistance actions, and performs budget analysis functions from simple to complex.

Or

EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related.

OR COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.

GG-1109-12: In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-11) in the Federal service or equivalent experience in the private or public sector.  

The ideal candidate will be able to demonstrate the following:

  • Experience in management award, and/or obligation of fund for grants, cooperative agreements using financial, administrative business and negotiation procedures.
  • Experience in negotiating business reviews, performance resolutions, designing and developing grants, performing final reviews of completed awards, processing close-outs, and conducting post-award and pre-awards.

The duty location of this position is Rockville, Maryland. In general, employees are expected to be in the office at a minimum of 4 days per pay period**.  Telework schedules, including full-time telework, are approved, on a case-by-case basis.
