Duties

Help

As a Management and Program Analyst (Public Notice Flyer), you will perform the following duties:

  • Provide support to grantees to ensure they can maximize economic impact with their projects.
  • Work with regional EDA colleagues to ensure grant performance.
  • Support program design and implementation for the grant competition.
  • Ensure compliance with grant management processes.
  • Evaluate and advise on organization structure, methods, and procedures.
  • Analyze management information requirements.
  • Develop, analyze, and evaluate new or modified program/management policies, regulations, goals, or objectives.
  • Develop procedures and systems for assessing the effectiveness of programs/management processes.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-13 level:

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as experience:

  • Developing and managing portfolio-wide support mechanisms (such as a Community of Practice, research and evaluation partners, new procedures for grantees).
  • Analyzing and evaluating on a quantitative/qualitative basis the effectiveness of line program operations in meeting established goals and objectives.

Additional information

Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility. Please note this position is being filled under the American Rescue Plan Act (ARPA). Employees will be hired under ARPA's Hiring Authority as a Schedule A employee under the Excepted Service for a period not-to-exceed two (2) years.
