Help

The incumbent serves as the Director of Environmental Review and Permitting of the CHIPS Program Office and provides leadership, direction, guidance, and oversight of a team that will work with CHIPS applicants and permitting authorities at the federal, state, and local levels to ensure CHIPS projects can be built quickly and efficiently while complying with all applicable environmental regulations.
Specifically, this includes:

  • Building and managing a team responsible for evaluating environmental plans included in CHIPS applications,
  • Engaging with applicants throughout the application process to ensure their proposals meet all applicable regulations at the federal, state, and local levels,
  • Proactively engaging with interagency counterparts including the NEC, CEQ, OMB, and the Federal Permitting Infrastructure Steering Council,
  • Reviewing CHIPS applications regarding the schedules, key milestones and deadlines, and public comment opportunities for the environmental review and permitting of major projects,
  • Providing responsive technical assistance and supporting project sponsors, permit applicants, affected communities, Tribal communities, and other stakeholders navigate the environmental review and permitting process effectively and efficiently

Qualifications

Applicants must have one year of specialized experience equivalent to at least the GS-14 level (ZA-IV at NIST) in the federal service. Specialized experience is defined as experience leading and/or coordinating with federal, state, and local government agencies on large-scale environmental permitting programs.

Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.

The qualification requirements in this vacancy announcement are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook.
