The USPS OIG is seeking a highly qualified applicant to fill our Data Management and Analytics Director, Director Band, Research and Insights Solution Center (RISC), located in Arlington, VA. The successful candidate must exhibit a high degree of leadership, and demonstrate experience overseeing, managing, and planning complex analysis, research, coordination and support. Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Director Band level, equivalent to a GS-15. The salary range for this position is $148,484.00 - $176,300.00. The salary figures include locality pay.

  • Oversee the effective and efficient data management, operation, and leadership of the analytics activities within the organization.
  • Work closely with the CDO and other counterparts to execute an agency wide data strategy.
  • Develops and implements roadmap for the modernization of analytical capabilities and development of new analytical capabilities to support OIG's mission following agile principles.
  • Evaluates and supports new and existing technology platforms, configurations, and related tools to support both IT and business user needs.
  • Fosters a customer-centric culture by applying change management strategies with internal and external stakeholders.
  • Exercising a full range of human capital management authority and administering resources within prescribed budgets to carry out and achieve goals identified by OIG executive leadership.
  • Plans, establishes, and executes procedures for optimum productivity and goal attainment through efficiently organizing the workforce, managing resources, and assigning workload.
  • Organizes and assembles the manpower, technology, processes, and resources necessary to address the current and future analytics needs of the OIG.
  • Establish and drive strategies to promote effective data management thru sound governance practices and craft supporting policies thru collaboration with counterparts.
  • Ensure a current and active inventory of data assets that is easily accessible, data is trustworthy and follow data management best practices thru its life cycle.
  • Drive innovation by exploring newer capabilities and methods, so that it can improve efficiency, add value and provide scale.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.

  • Bachelor's Degree from an accredited college or university
  • Three years' experience as a manager/supervisor at the GS-14 (or equivalent) grade level.
  • Must have experience in managing an analytics team comprising of data analysts, data engineers, data visualization experts and data scientists.
  • Must have experience being involved in delivering customer facing analytics products including AI/ML using agile delivery principles.
  • Must have experience in created strategic and tactical work plans/roadmaps.
  • Must have experience in directly supervising a staff of subordinates.
  • Must be familiar with agile delivery principles.
DESIRABLE QUALIFICATIONS
  • Knowledge of advanced analytics using AI/ML, cloud data engineering, GIS and agile delivery.
  • Knowledge of Postal Service structure, processes, operations and databases, etc.
  • Advanced academic degree
EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
  1. Advising on data and evidence-based decision making, the development of analytical products, and applications of advanced analytics such as AI and ML.
  2. Using data analysis to drive decision making that lead to a positive impact on the organization's mission, objectives, or goals.
  3. Developing and assigning data-related roles and responsibilities and promoting employee development in data skills and analysis.
  4. Developing and maintaining multi-year strategic and tactical plans and roadmaps to execute the OIG's Data Strategy and other items from OIG executive leadership.
  5. Developing and managing data management policies, defining data requirements and specifications, and leading governance efforts for data management.
  6. Demonstrated ability to recognize emerging trends and actionable information useful to others and ability to present that information orally and in writing to senior officials.

You will no longer be considered for this position if you receive a zero (0) rating on any evaluation factor.

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
