Help

The incumbent serves as a member of the Business Technology Management Branch. Supporting all aspects of daily operation, maintenance, and quality assurance for the USCG Learning Management System (LMS). Responsible for scheduling, registration, request, and attendance-keeping for classroom (instructor-led) training, providing guidance across USCG on the use of LMS features for both SF-182 external training requests and classroom content; as well as to support privileged role administration. 

Being a Coast Guard civilian makes you available member of the Coast Guard team. Typical work assignments include:

  • Testing and implementing LMS quarterly releases and enhancements, works with team to identify, plan, and execute test scenarios to validate enhancements and operability and detect for adverse/unintended impacts, determines which releases should be implemented, collaborates with the LMS provider to resolve issues in a timely fashion.
  • Assisting in planning the use of a complex organizational-wide LMS system and configures multiple interrelated features to behave in a way that supports diverse organizational wide business processes.
  • Providing accurate guidance across USCG to training program managers, supervisors, and training professionals who utilize the classroom content to schedule, record, report, and analyze instructor-led training that occurs across USCG on a daily basis in direct support of the USCG mission.
  • Troubleshooting and resolving LMS help desk tickets escalated by the USCC Service Desk and follows up with internal customers, provides feedback and follows through to resolution.
  • Developing and delivering LMS reports and user activity analytics.

Qualifications

GS-11:  Applicants must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. 

Examples of specialized experience include:  Knowledge of analysis, evaluation, and execution of existing and planned training business processes and strategies in order to determine how these processes/strategies can be satisfied by the LMS and whether systemic enhancements are needed to the LMS, and/or if additional workaround processes must be devised for local and agency-wide adoption; Use of effective communication, both orally and in writing, and an ability to grasp conceptual ideas and exercise original thought where there is an established time limit for deliberation, consultation and evaluation, and to present well-considered and sound suggestions; Knowledge of automated systems, information technology and its applications, including computers and supporting software in order to plan and implement education and training, program tracking and evaluation; Knowledge of operating systems and software installed in organizations, such as WIN10, Windows, Adobe, Chrome, etc., IE8-11, and how each affects interoperability with the LMS platform.

3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D.  OR equivalent doctoral degree directly related to the position to be filled

OR

Combination of graduate level education beyond the first 2 years of progressive graduate study and specialized experience that together meets 100% of the qualification requirements for this position.

GS-12:  Applicants must have at least one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  

Examples of specialized experience include:  in evaluating existing and planned USCG-wide training business processes and strategies in order to determine how these processes/strategies can be satisfied by the Learning Management System (LMS) and to analyze whether systemic enhancements are needed to the LMS and/or if additional work around processes must be devised for local and organizational-wide adoption; effective communication, both orally and in writing, and an ability to grasp conceptual ideas and exercise original thought where there is an established time limit for deliberation, consultation and evaluation, and to present well-considered and sound suggestions; knowledge on the design, facilitation, and maintenance of professional communities of practice, leveraging LMS capabilities, databases, and SharePoint platform in order to manage and distribute training content to distributed populations; Advanced knowledge of networking principles and concepts including bandwidth management and how they affect the user’s experience and accessibility.
