Duties

Help

The Director of Recruitment performs the following major duties:

  • Leadership, Managerial and Supervisory Responsibilities:
    • Directly leads and supervises a team of supervisors (FP3 level) and program staff (FP4 level).
    • Holds leadership and 2nd line supervisory responsibility for all U.S. recruitment staff, approximately 70 recruiters at FP4 level and below.
    • Provides administrative and technical supervision necessary for accomplishing the work of the unit.
    • Recruits, retains, and develops the talent needed to achieve a high quality workforce that reflects workforce diversity, workplace inclusion, and equal employment policies and programs.
    • Communicates and coordinates programmatic decisions, staffing and budgetary processes and procedures and ensures compliance and accountability across the Office of Recruitment and Diversity.
    • Communicates vision and mission of team while incorporating employee feedback for ideas on accomplishing goals and objectives.
    • Identifies creative approaches for targeted recruiting to develop a representative workforce that benefits from diverse strengths.
    • Promotes cohesiveness of team by defining roles and responsibilities of each team member and establishing overall objectives.
    • Conducts all requirements of the performance appraisal cycle for direct reports, including setting clear performance elements and expectations and providing constructive feedback, and ensures Supervisors do the same for their direct reports.
  • Program Planning and Management Responsibilities:
    • Designs approaches and procedures to develop, implement or adjust strategic plans supporting key national recruitment goals and objectives to reach and actively engage target audiences that are qualified, suitable and diverse.
    • Establishes strategic performance measures to continually assess and adjust program direction.
    • Conducts reviews of the agency and VRS' core mission and gathers information from relevant sources to support development and/or adjustment of strategic recruitment plan.
    • Serves as a business leader expert on recruitment and staffing of Peace Corps Volunteers, and same for programs and projects that support the Volunteer recruitment such as technology programs/projects, and internal and external marketing/communications of programs/projects.
    • Leads and manages the Strategic Campus Recruiter (STRAT) Program, Campus Ambassador Program, and other Recruitment focused programs, collaborating with other offices as appropriate.
    • Conducts analysis and evaluates business operations to determine key priorities, policies, and procedures in order to achieve business goals.
    • Communicates and coordinates programmatic decisions, staffing and budgetary processes and procedures and ensures compliance and accountability across the Office of Recruitment and Diversity.
    • Implements and maintains compliant recruiting policies and procedures that support strategic recruitment goals.
    • Understands and keeps up-to-date on local, national, and international policies and trends that affect the organization and shape stakeholders' views.
  • Liaison and Collaboration Responsibilities:
    • Collaborates with internal departments and stakeholders to share recruitment program initiatives and obtain approval and buy-in towards implementation of recruitment strategies, including application of new technologies.
    • Collaborates with internal departments and stakeholders (see below) to provide support from U.S. recruitment organization in helping other Agency offices achieve their goals. ? Collaborates with Director of Placement to meet defined Volunteer requests from posts and Regions.
  • Customer Service and Stakeholder Management Responsibilities:
    • Develops and maintains professional relationships with senior influencers and stakeholders across the markets that Peace Corps serves - universities, communities, and organizations, both directly and by supporting the U.S. recruitment team.
    • Engages and solicits support from VRS senior leadership and Agency leadership in client and market facing opportunities that support the Agencies goals.
    • Supports and guides Peace Corps marketing, recruitment, and special events in collaborations with the VRS offices and other Agency offices.
    • Solicits feedback from clients to support continuous improvement in customer service levels.
    • Solicits feedback from leads to support continuous improvement in lead engagement and achievement of recruitment goals.

  • This is a Federal civilian job in the Excepted Service. Peace Corps employees are paid on the Foreign Personnel (FP) pay scale.
  • Initial appointment of employment cannot exceed five years.

Specialized Experience:

Qualifying experience for the FP-2 level includes one year of specialized experience at least equivalent to the FP-3 or GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience recruiting, retaining, and developing the talent needed to achieve a high quality workforce that reflects workforce diversity, workplace inclusion, and equal employment policies and programs; Experience developing and implementing a Recruitment Strategy by establishing and ensuring appropriate recruiting strategies, short & long term plans, and policies, and procedures are in place and in line with goals and objectives; Experience collaborating with internal departments and stakeholders to share recruitment program initiatives and obtain approval and buy-in towards implementation of recruitment strategies, including application of new technologies.

Please note:
Peace Corps employees are employed using the Foreign Personnel (FP) pay scale. The FP pay plan does not follow the same structure as the GS pay plan. In the FP pay plan, as the grade-level numbers decrease the level/pay for the position increases (e.g., the FP-09 is the lowest entry-level pay and the FP-01 is the highest senior-level pay).

Intelligence Background Information

Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.

Acceptance of employment with Peace Corps precludes employment by certain intelligence organizations for a specific period of time, determined by the employing agency, after Peace Corps employment ceases.
