Duties

Help

As a Senior Counsel to the Inspector General, you will:

  • Serve as a member of the HUD OIG senior executive staff , providing guidance on the full range of professional legal services and advice with respect to the formulation, coordination, revision and execution of agency actions, operations, and policies.
  • Serve as the legal and policy support to the senior executive staff , and provide direction to the continuing legal training program, and will advance and support HUD-OIG's legislative program.
  • Make legislative and policy recommendations based upon research, analysis and the evaluation of expert information.
  • Represent the OIG before the Department of Justice, the Council of Inspectors General for Integrity and Efficiency (CIGIE), including the Council of Counsels, state and local governments, and other organizations.
  • Review and analyze internal program policies and formulate new policies through negotiation, the setting of precedents, and the continual analysis of the scope of the IG Act and its amendments.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Basic Requirements: Applicants MUST:(1) be a graduate of an accredited law school with an LL.B. or J.D.; from a law school accredited by the American Bar Association (ABA) ABA Approved Law Schools; (2) be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico; and(3) meet all specialized experience requirements as described in the vacancy announcement.

Mandatory Qualifications Requirements: To meet minimum qualifications, applicants must possess the following technical competencies. These competencies would typically be gained through experience, education, and training that reflects progressive development and achievement. An individual's total experience and education must demonstrate the ability to perform the duties of the position.

Technical Qualifications: All applicants must include a narrative statement showing how their knowledge and experience relates to the following technical qualifications. The narrative statement should not exceed two pages for each qualification.

TQ1. Working knowledge of operations in an Office of the Inspector General, and of the statutory, regulatory, and other legal authorities relevant to such operations. Demonstrated experience working with agency policy, criminal and civil laws, rules, regulations, and court decisions.

TQ2. Demonstrated experience conducting, directing, or advising broad complex investigations, audits, reviews and/or program evaluations from an Office of the Inspector General. Demonstrated experience organizing, drafting, and editing complex reports of investigations, audits, reviews, program evaluations, and advising or directing others in these tasks.

TQ3. Describe your experience with congressional and public affairs, including but not limited to the following: preparing written congressional testimonies, engaging with congressional committees and staff, preparing public statements released to the media, and engaging directly with members of the press.

In addressing these mandatory qualifications elaborate on your accomplishments, experience, training, education, and awards, highlighting the problems solved and work objectives met, i.e., the results of your effort and evidence of your success. Do not repeat entries from your narrative work history.

Education

EDUCATION DOCUMENTATION: Attorney positions do have an education requirement. Applicants must be a graduate of an accredited law school with an LL.B. or J.D. For positions with an education requirement, you MUST submit a copy of your transcripts or equivalent. An official transcript will be required if you are selected. In addition you must provide proof of bar or your bar number in the vacancy questions.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

CONDITIONS OF EMPLOYMENT:
