Summary

This position is located in the National Institute of Food and Agricultural (NIFA) in the Office of the Director. The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available.

In this position, you will provide leadership, collaboration, and guidance to improve operations of the Federal assistance extramural activities.

This is a temporary, time-limited appointment with an initial duration not to exceed four years.

Duties

Help
  • Collaborates with OGFM, Budget, and Program Staff, providing expertise in strategic planning and analyses in evaluating the effectiveness of NIFA grants and financial management initiatives and operations.
  • Provides guidance, recommendations, and advice to NIFA regarding the design, implementation, and changes required and the direction of NIFA grants and financial management systems and their effect at various levels of the Federal assistance process.
  • Serves as the NIFA point of contact for grant management system initiatives and works closely with the NIFA and USDA officials in implementing and coordinating activities.
  • Forms and leads teams of NIFA business leaders in conjunction with technical support staff and business champions to ensure system enhancements address business processes.
  • Participates in work groups tasked with streamlining and implementing grants and financial management processes, procedures, and technical issues while ensuring sound alignment with USDA and Federal electronic grants administrative systems.
  • Advises and recommends new or modified administrative program policies, regulations, goals, or objectives considering information technology initiatives.
  • Develops procedures for establishing, operating, and assessing the effectiveness of business processes and systems.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level).

For this position, specialized experience is experience assisting with the analysis of business operations; evaluating current projects to ensure goals are met; assisting with the analysis of the grants management process in support of program objectives; and providing presentations and tracking the status of projects..

The specialized experience requirements for this position are: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience analyzing business operations to identify technical needs; evaluating current projects to ensure goals are met; analyzing the grants management process in support of program objectives; and providing presentations or briefings on the status of projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Selectee must be able to obtain and maintain a security clearance. If selected you will be subject to a National Agency Check and Inquiry (NACI) and a credit report.
  • Travel and relocation expenses will not be paid by the Department of Agriculture. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.
  • This position is covered by a Bargaining Unit Agreement.
  • This temporary promotion may be extended for up to five years total, and/or may be made permanent without further competition. If the temporary promotion is not made permanent, you will be returned to your permanent position of record or to a different position of equivalent grade and pay in the National Institute of Food and Agriculture (NIFA), in the same geographic location, if possible.
