As a GS-0343-15 Program Analyst (ADPM), your duties will include but are not limited to the following:

  1. Serves as senior point of contact for the Mission Office on business operations issues with contractors, vendors, government oversight organizations (e.g., Office of Management and Budget, General Accountability Office), and others.
  2. Represents OD, DD, and PMs in meetings related to the submission of strategic plans, budget justifications, requests to reprogram funds, coordination or amendment of contracts, procurement of information technology, or on similar issues in meetings with ARPA-H business staff and executives, NIH, HHS, congressional staff, and Office of the President representatives.
  3. Leads preparation of Mission Office recurring (e.g., annual, midyear and unfunded), and unscheduled budget reviews developing estimates for funding research and support operations in all established and proposed accounts from diverse funding streams including congressional appropriations, reimbursements from multiple sources, grants funding, and others.
  4. Works closely with the Comptroller's Office to ensure office budgets are fully aligned and seamlessly integrated into ARPA-H accounting and financial management programs.
  5. Surveys PMs and contracting partners to identify current and anticipated workload changes, changes in research emphases, or opportunities for pursuing new research opportunities documenting requirements and ensuring they are incorporated into strategic plans and budgets.
  6. Liaisons with internal and external contracting organizations to ensure optimal support to ARPA-H research operations.
  7. Reviews and recommends changes or concurs with release of all formal correspondence and requests for information including requests generated by Congress or their constituents, higher authority queries, Freedom of Information Act (FOIA) requests, or similar.

Qualifications

You qualify at the GS-15 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1. Providing strategic and business advice to program managers on a wide range of complex policy or program matters; 2. Developing, administering, and monitoring program budget to ensure compliance with policies, laws, and regulations; 3. Defending budget requests and budget modeling reports before senior management; and 4. Providing guidance to program managers regarding procurement and acquisition efforts.

Only the Office of Personnel Management may authorize a 1-year extension beyond the 4th year. After the expiration date of your appointment, you will be separated from service even if you have competitive status as a prior permanent federal employee.
  • A current federal government employee may receive a relocation incentive if moving from a different geographic location. Recipients will be determined on a case-by-case basis based on organizational need, specific case justification, and budget limitations.
