Duties

Help

In this challenging role, you will: provide in-flight, in-simulator and ground school instruction as a designated rotary-wing aviator; develop and execute training plans to effectively and efficiently qualify new members and maintain currency of existing members; assess program effectiveness and serves as a subject matter expert in advising and providing input to curriculum designers on the efficiency of training processes; plan and present comprehensive courses of instruction in both ground and flight training for members to achieve and maintain mission-ready status.

Typical work assignments include:

  • Maintains an airframe Designation and Flight Examiner/Instructor Pilot qualification in accordance with established Coast Guard policy in a multi-engine rotary wing aircraft and associated flight simulator(s)
  • Regularly flies multi-engine rotary wing aircraft under varying conditions, both day and night, on and off airways, to both familiar and unfamiliar locations
  • Serves as ATC representative for testing new pilot-related equipment for the air frame
  • Instructs and evaluates academic topics in accordance with CIM3710.1 (series) or current, equivalent publication(s), current Coast Guard and Aviation doctrine, and other special topics selected by the command
  • Performs comprehensive administrative tasks such as maintaining files and records, completing and maintaining Daily Progress Reports (DPRs) and folders on students in accordance with prescribed procedures

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

Minimum Qualification Requirements for GS-13:

Minimum eligibility requirements for positions in this occupation are based on possession of the appropriate Federal Aviation Administration (FAA) pilot certificates and/or appropriate military ratings, meeting the applicable flight hour requirements, and possession of the knowledge and skills required for the positions.

Certificates and Ratings: 

Applicants must possess a current FAA Pilot Certificate or the appropriate military rating; an FAA Flight Instructor Certificate or the military equivalent.  Documentation must be attached to your online application.

Medical Requirements

At the time of initial appointment, candidates for all pilot positions must possess a current second-class medical certificate in accordance with FAA regulations.

 AND

Flight Experience: Candidates must demonstrate possession of the knowledge and skills required for the work by meeting certain minimum flight hour requirements, including recency of flight experience. The categories in which candidates are required to demonstrate proficiency relate to (1) the general knowledge and skills to pilot the aircraft, and (2) the specific knowledge and skills related to the particular position being filled. Only that flight experience that is directly related to the work of the position is required for purposes of establishing minimum eligibility.

Minimum Flight Hour Requirements

The following flight hour requirements apply to all applicants:

  1. TOTAL FLIGHT TIME - 2000 Hours - Flight time as a pilot in command or copilot in aircraft of any weight or category is creditable for this requirement.
  2. PILOT-IN-COMMAND TIME - 750 Hours - Only flight hours acquired as pilot-in-command are creditable.
  3. NIGHT FLYING TIME - 300 Hours.
  4. NIGHT VISION GOGGLE TIME – 100 Hours
  5. US COAST GUARD MH-60T TIME - 1000 Hours
  6. INSTRUMENT TIME - 200 Hours - At least 50 of the required hours must have been logged in actual instrument weather. The balance may have been acquired in a flight simulator or as other types of instrument flight time, e.g., hood instrument.
  7. INSTRUCTOR TIME – 200 Hours - Must be related to helicopters.

Note: Candidates establishing eligibility based on military flight experience must provide official orders, forms, or logbooks showing their status as a rated military pilot, flight instructor, or flight examiner, as appropriate. Other certificates that meet or exceed the requirements of the Commercial Pilot Certificate are also acceptable, e.g., an Airline Transport Pilot Certificate.

Additional Qualifications for GS-13:

At least one year of specialized experience equivalent to the GS-12 grade level in the Federal sector.   Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  Examples include:  One year of specialized experience which includes: piloting or co-piloting rotary wing aircraft; ground and flight instruction; in-flight evaluation; planning, analyzing, or administering agency aviation programs, where the work requires primarily the application of helicopter pilot knowledge and skills. 

AND

A selective placement factor (SPF) is a knowledge, skill or ability (KSA) or competency essential to perform the duties of a position. Candidates who do not possess the SPF are rated ineligible/ not qualified and will not receive further consideration for the position.

SELECTIVE PLACEMENT FACTOR (SPF): To qualify at the GS-13 grade level, applicants must possess a FAA Pilot certificate, or military equivalent; FAA Flight Instructor certificate, or military equivalent.  Documentation must be provided with your application.

  • Mastery knowledge of the principles, methods, practices, and techniques of aircraft flight and aviation related human factors/cockpit resource management instruction and skill in applying this knowledge to student with varying experience.
  • Expert knowledge and ability to analyze and evaluate various flight and ground training methods that could be effectively, efficiently, and productively utilized by the department; and demonstrated performance in order to make appropriate decisions and recommendations regarding pilot flight and ground training and pilot flight status.
  • Comprehensive knowledge of air operations programs and procedures and of U.S. Military, Federal Aviation Administration, National Transportation Safety Board, and other regulations and procedures relating to flight instruction, ground instruction, and pilot certification
