Duties

Help

As a Supervisory Information Technology Specialist, you will:

  • Set goals and provide executive leadership and direction for Information Technology (IT) staff. Establish vision and direction for all OCC IT and cybersecurity program areas (IT modernization, cloud computing, infrastructure, software development, product and project management, customer experience, device management, resources, and/or operations.)
  • Be responsible for the OCC's information policy, information and technology management strategic planning, information technology workforce planning, and associated capital planning and investment management.
  • Exercise delegated authorities as the Senior Agency Official for Privacy, and the OCC responsible official for Paperwork Reduction Act and Records Management Act compliance.
  • Oversee the enterprise IT and cyber portfolio management process for identifying, prioritizing, and managing the OCC's portfolio of applications, platforms, data, devices, and capital investments.
  • Provide executive direction to the Chief Information Security and Privacy Officer (CISO/CPO) to safeguard OCC systems and data through effective cyber security and privacy policies and procedures, employee awareness campaigns, network and systems monitoring capabilities and controls, proactive threat analysis for internal and external risks, and other such strategies.
  • Facilitate enterprise data governance within and across OCC business units to maximize OCC's data usage and investment, analytical capabilities, hosting and operational costs, and security and privacy.
  • Collaborate with the OCC Chief Financial Officer and other senior agency business unit counterparts in establishing, managing, and executing the ITS budget and providing full transparency into IT investment spending and overall health of the initiatives.
  • Represent the Senior Deputy Comptroller and OCC at meetings with Treasury, legislators, bankers, attorneys and high-level federal, state and private industry officials. Collaborate with CIOs of other regulatory and Treasury agencies for sharing leading practices, IT solutions, and information.
  • Lead, motivate, coach and develop the staff of the organization.
  • Establish objectives and goals in support of the OCC and OM strategic plans. Develop short and long term plans; establish priorities for the organization.

Qualifications

You must meet the following requirements by the closing date of this announcement:

Individuals must have IT-related experience demonstrating each of the four competencies listed below:

-Attention to Detail- Generally demonstrated by tasks where the applicant is thorough when performing work and conscientious about attending to detail.
-Customer Service - Generally demonstrated by tasks where the applicant works with customers to assess their needs, provide information, resolve their problems, knows about available services; and is committed to providing quality products and services.
-Oral Communication -Generally demonstrated by tasks where the applicant expresses information to individuals or groups effectively, considers the audience and nature of the information; makes convincing oral presentations; listens, and responds appropriately.
-Problem Solving - Generally demonstrated by tasks where the applicant identifies problems; determines accuracy and relevance of information; and uses sound judgment to evaluate alternatives and make recommendations.

In addition to the above IT-related competencies, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-VII band level or GS-15 grade level in the Federal service. Examples of specialized experience for this position include:

  • Leading and managing Information Technology (IT) programs for a Federal agency or non-federal organization. This includes experience in the modernization, development, delivery, and management of IT operations, cloud services, infrastructure, products, programs, and resources in accordance with policy and procedures, regulations, and industry best practices. AND
  • Planning, directing, and overseeing IT budgets, acquisition management, performance measurements, investment prioritization, and strategy portfolio reviews. AND
  • Managing a cyber security program to protect information and IT assets using a risk-based approach to upgrade or deliver new IT services, products, and solutions.
The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Additional information

  • This position is excluded from the bargaining unit.
  • Salary range includes 23.31% geographical pay.
  • Total pay cannot exceed applicable pay cap, which is $288,900 for 2022.
