Duties

Help

Develops operator licensing examinations and provides analysis pertaining to the development, preparation and administration of examinations to applicants for operators' and senior operators' licenses at nuclear power plants.  Functions as a Training and Assessment specialist within the branch of the NRC assigned responsibility for operator licensing.  Provides technical input to programs and assists in program management.  Provides specialized assistance in all areas of research relating to personnel qualifications, training and examination design, usage and improvements.

Selectee will serve a trial period to assess their overall fitness and qualifications for continued employment.  Trial period for new employees is two years and one year for preference eligible (veterans) employees.

Qualifications

In addition to meeting the basic education or equivalency requirements as described above in the Education section, to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience includes education, experience and/or training that demonstrates your knowledge of measurement and testing theory, including psychometric methods and statistical procedures.  The application of this knowledge must be in the design and/or development of licensing/credentialing/certification examinations.  

The ideal candidate will be able to demonstrate the following:

(1) Knowledge and understanding of measurement and testing theory, including psychometric methods and statistical procedures, and ability to apply theoretical knowledge to the design and/or development of licensing/credentialing/certification examination(s).

(2) Ability to communicate complex, technical information effectively both orally and in writing to all stakeholders, including non-technical personnel.

(3) Demonstrated ability to use interpersonal skills to interact effectively with others and to develop and implement successful approaches to problem solving and conflict resolution.

(4) Ability to manage, organize, plan, lead, and complete technical tasks and projects independently and successfully.

Education

Candidates must have expert knowledge of the basic theory, principles, and practices in the discipline of educational psychology, testing and measurement, training, and the behavioral sciences with specialized knowledge in the field of licensing, certification, or other credentialing processes and examination practices.  This must be demonstrated through possession of a B.S. degree from an accredited college or university that includes 24 semester hours of psychology, supplemented by experience in the design and construction of training programs and testing licensing systems.  This experience must include a demonstrated ability to understand and verify predominant examination concerns that evolve from the review process.  

Additional information

The duty location of this position is Rockville, Maryland. In general, employees are expected to be in the office 4 days per pay period.  Telework schedules are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
