Duties

Help

This position serves as a Supervisory Instructional Systems Specialist and will be responsible for planning, analyzing, designing, developing, implementing, and reviewing Coast Guard resident, exportable, and elearning training.


Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.

Typical work assignments include: 

  • Applying advanced military and civilian human resource management knowledge and conflict resolution skills to supervise respective section.
  • Leading meetings with personnel from other organizations and programs on issues such as the grading system, course prerequisites, objectives and contents, instructional methods, failure and attrition, and student counseling in order to develop solutions based on needs and available resources.
  • Planning, developing, coordinating, reviewing, and directing development and delivery of resident, exportable, and e-learning training.
  • Leading course content development as well as subsequent revisions/changes by consulting with subject matter experts, training branch chiefs, and course chiefs.
  • Reviewing resident, exportable, and distance learning materials to ensure proper alignment with Coast Guard policy, current industry training, educational techniques, and technology.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

To qualify, applicant must meet the BASIC REQUIREMENTS of the position:
Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.   

In addition to meeting the basic requirements listed above, applicants must have specialized experience as identified below.
 
AT THE GS-12: In addition to meeting the basic education requirements above, applicants must have at least one year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience includes: Completed work is usually reviewed for technical adequacy and for educational or training soundness of treatment but will also be required to review complete work of members under their supervision or leadership; Experience applying and developing criteria or requirements for testing and evaluating new approaches and concepts for education or training programs; Providing general performance consultation on external customers' work, workforce and work environment issues and opportunities that serve to maximize the impact of performance and training interventions.  Supervision and oversight involves significant and extensive coordination and integration of a number of important projects or program segments of professional, scientific, technical, and managerial or administrative work comparable in difficulty to the GS-11.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
