Help

The primary purpose of the position is to serve as the Senior Chemical Security Inspector. Typical work assignments include:

  • Plans, coordinates and conducts on-site physical inspections/audits, documentary and data reviews, personnel interviews, incident investigations and site vulnerability analysis of chemical facilities. Prepares Authorization Inspection Reports, Post Inspection Reports, Compliance Inspection Reports, and Compliance Assistance Reports, in order to accurately document facility security posture and identify potential deficiencies that are reported through the chain of command. Functions as SME in reviewing and evaluating SSP/ASP measures against the Risk Based Performance Standards (RBPS) codified in CFATS.
  • Leads in the production of field reports and briefings following inspections, compliance assistance visits, incident investigations and other events as requested or deemed necessary by senior Department of Homeland Security officials. Performs quality control and assurance reviews of CFATS regulatory documents, reports, and compliance recommendations submitted by regional personnel in preparation for approval routing. Develops lessons learned to identify best practices and identify areas for improvement from observations to regional leadership.
  • Identifies potential areas/processes of compliance vulnerability and risk; develops/implements corrective action plans for resolution of problematic issues and provides general guidance on how to avoid or deal with similar situations in the future.

  • Determines when enforcement action may be required by documenting security posture deficiencies, actions taken to identify options for consideration, and facility responses and actions to meet standards through the formal inspection reporting process.
  • Institutes and maintains an effective compliance communication program for the organization, including promoting use of the Compliance Hotline; heightened awareness of risk-based performance standards, and understanding of new and existing compliance issues and related policies and procedures.
  • Provides specific detailed and accurate chemical facility inspection data for inclusion into reports and briefings to aid in supporting possible preventative, corrective and/or administrative action.
  • Oversees and ensures continual technical review of the Chemical Facility Anti-Terrorism Standards to ensure that covered facilities can attain security compliance with its provisions and address industry concerns regarding technical corrections.
  • Develops and delivers capabilities to conduct inspections, vet compliance documents, and process letters and requests from the regulated community, and other processes as required.
  • Functions as a regional point of contact for the Chemical Facility Anti-Terrorism Standards regulation to chemical industry private sector officials, emergency response teams and law enforcement officials such as other Federal, State, Local, territorial and tribal agencies and officials.
  • Participates with federal, state, local, territorial and tribal officials as well as chemical industry private sector officials in information and data sharing to identify potentially non-compliant facilities and conduct and/or participate in emergency preparedness workshops, seminars, tabletop exercises, and full-scale exercises involving the integrated validation of governmental and private sector contingency plans related to CFATS regulated facilities. Presents reports, briefings, and other materials to peers and managers within and outside DHS, and to advise team members and CFATS stakeholders on CFATS related topics as well as new developments and advances in security techniques and procedures.
  • Executes outreach as directed with federal, state, local, territorial, tribal, and private industry partners to Enhance Chemical Safety and Security and expand critical infrastructure resilience by enhancing preparedness as well as information sharing efforts involving CFATS-regulated and potentially non-compliant facilities.
  • Schedules, participates and conducts information sharing forums, workshops, and conferences for chemical infrastructure owners and operators as well as Federal, state, local, territorial and tribal public safety personnel. Also assists state and local public safety officials in carrying out appropriate planning activities dealing with critical chemical assets and infrastructure.

Qualifications

You may qualify for the GS-14 grade level, if you possess at least one year of specialized experience equivalent to the GS-13 grade level performing the following duties:

  1. Planning and conducting inspections of organizational programs, policies, and operating procedures; and
  2. Independently planning and coordinating reviews and evaluations of data to prepare for audits; and providing oversight and review of technical/compliance assistance visits; and
  3. Institutes and maintains an effective compliance communication program for the organization; and
  4. Executes outreach as directed with federal, state, local, territorial, tribal, and private industry partners.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
