Duties

Help

The purpose of this position is to serve as a Public Affairs Officer for internal communications initiatives and coordinates the communication policy, strategy and tactics for those initiatives.  Writes and edits communication products, such as news and feature articles, infographics and digital content, to provide the Coast Guard workforce and their families with timely, accurate and useful information to support their careers, wellness and readiness.

Typical work assignments include:

  • Serving as an advisor to Coast Guard programs on internal communications tools, tactics, strategies, plans and best practices.
  • Developing strategic communication plans for high-visibility, complex, and strategic initiatives as assigned, in collaboration with other members in the division as well as Public Affairs counterparts, senior agency leadership, program managers, and stakeholder groups.
  • Establishing and maintaining effective working relationships at multiple levels within Coast Guard programs, in order to identify content needs, develop products and plans, and disseminate coordinated products to Coast Guard employees worldwide.
  • Recommending visual imagery products such as videos, graphics, and multimedia products in order to improve employee understanding for the topics assigned.  
  • Developing and carrying out communications initiatives in order to enhance workforce understanding and support of Coast Guard missions, policies and activities.
  • Recommending and implementing audience engagement strategies to improve the quality of communications that employees receive from the Coast Guard.

Qualifications

Qualifications for GS-13:  At least one year of specialized experience equivalent to at least the GS-12 grade level in the federal service.  Examples of specialized experience include:  Developing and writing news articles, features, infographics, digital and social media content designed to inform, support and inspire Coast Guard employees and families; collaborating effectively with public affairs counterparts in Coast Guard Public Affairs, the Coast Guard Auxiliary, Reserve; the Department of Defense; the Department of Homeland Security; and other federal agencies as appropriate; promoting plain language and effective communication principles; and continually refining and improving tactics based on site metrics and other data.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The necessary Knowledge, Skills, and Abilities to perform this job are:

  • Ability to recommend and develop a comprehensive suite of communications products across multiple platforms, such as web, intranet, social media and e-mail.
  • Mastery of the principles, methods, practices and techniques of communication strategies and tactics that enables the public affairs specialist to function as the technical authority for developing and
    executing plans for disseminating written, oral and multimedia information.
  • Mastery of public affairs and journalism principles and techniques, including the ability to identify potential news topics, interview primary sources, and develop timely and accurate written materials.
  • Skill in collaborating with subject matter experts, senior leaders, employees and audiences through individual conversations, interviews, and formal meetings
    and briefings.
