Duties

Help

This position is located in the EPA, Office of Inspector General (OIG), Office of Investigations (OI). The Office of Investigations investigates potential criminal, civil, and administrative violations of law and policy involving EPA programs and operations committed by EPA employees, contractors, grant recipients, and other individuals. These investigations focus on an array of matters under the purview of EPA including procurement fraud, employee integrity, laboratory fraud, scientific integrity, theft of property or funds, and program integrity.  OI refers its findings to the U.S. Department of Justice for prosecution, EPA, or EPA OIG management for action to promote integrity and accountability within EPA.

Responsibilities
The ideal candidate will perform the following duties:

  • Serves as a senior advisor for the analysis, development, and implementation of policies, procedures, guidance, and programs for OI and OIG;
  • Performs independent analyses and studies of complex problems facing the organization's function or of particular concern or interest within the organization;
  • Formulates and implements plans to improve practices, methods, and organizational structure. Handles complex program issues and provides authoritative and expert guidance; 
  • Coordinates requirements among organizational units in the formative stages of policy initiation, project design, project implementation, and management of ongoing programs; and
  • Works closely with other personnel within the OIG, EPA, and other agencies to represent the AIGI, benchmark and obtain information for models and best practices.

Incumbent will be required to obtain and maintain a top-secret security clearance.

Selectees will be required to complete a "Declaration of Federal Employment", (OF-306), prior to appointment and the appropriate background investigation forms to determine suitability for Federal employment. False statements or responses on these forms can jeopardize your employment opportunity and subject you to disciplinary action, including removal from Federal service.

The selectee will be required to complete a Personal Identity Verification (PIV) process that requires two forms of identification from the I-9 Form. We will compare information provided on the I-9 Form to records available from the U.S. Department of Homeland Security. Upon appointment, you will be required to complete a Confidential Financial Disclosure Report, OGE-450. You will need to provide the information annually.  

Qualifications

All applicants must have 52 weeks of specialized experience. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.

GS-14: You must possess one year of specialized experience equivalent to at least the GS-13 level or equivalent band of responsibility in the Federal service to include: (1) developing regulations, policies, and programs involving matters affecting the regulation of innovative medical products; (2) advising internal and external stakeholders on regulations, policies or guidelines that impact OI and OIG; (3) reviewing documents related to policy and program proposals and decisions; and (4) creating and presenting decision briefings, point papers for senior managers, executive summaries, detailed analytical reports, and correspondence to wide audiences.
