Education Requirement: Applicants for all grades levels MUST meet the requirements described in the paragraphs A and B below:
A. an accounting degree; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing". Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."); OR
B. a combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge, plus one of the following: a. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This may include up to 6 hours of business law; or b. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or c. Completion of the requirements for a bachelor's degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester hour requirement of response A, provided that (a) I have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that I have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in response A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, my education, training, and experience fully meet the specified requirements.
In addition, to be qualified for an Auditor, GS-0511 position at the GS-11 level, you must have 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: participating in audits and reviews of allegations of fraud, waste, abuse, and mismanagement of program funds; reporting on audit findings; researching and reviewing applicable governing statutes and regulations.
To be qualified for an Auditor, GS-0511 position at the GS-12 level, you must have 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: conducting auditing and financial review projects, functions and activities, including: conducting research into accounting issues that may have included multiple allegations, high dollar value of funds at risk, politically sensitive issues, systemic issues, or potential criminal activity; conducting all audit and review work in accordance with audit guides and approved plans, and ensuring compliance with guidelines and regulations; providing clear and concise verbal and written summaries of audit findings; examining accounting and financial records as part of an audit to identify discrepancies or questionable practices.
To be qualified for an Auditor, GS-0511 position at the GS-13 level, you must have 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: planning and organizing audits addressing allegations of fraud, waste, mismanagement and abuse of program funds, and improper conduct by employees; conducting research into accounting issues that may have included multiple allegations, high dollar value of funds at risk, politically sensitive issues, systemic issues, or potential criminal activity; presenting audit findings and advising senior management staff in order to correct deficiencies; explaining objectives, scope, methodology, field work, analyses, findings, conclusions, and recommendations using auditing guidelines and standards; assessing the adequacy and effectiveness of risk management and internal controls for grants, contracts, accounting, financial and management reporting systems.
