Summary

This position is located in the Department of Veterans Affairs, Regional Office (VARO), Fiduciary Hub. The incumbent serves as the Fiduciary Service Representative (FSR) for the division. The FSR is responsible for making factual quasi-legal and subjective determinations involved in the administration of all types of beneficiary estates, the protection of their benefit rights, the routine handling of legal matters, and the identification of legal questions.

This vacancy announcement is open to permanent employees of the Indianapolis Regional Office, out-based VBA employees within the Indianapolis jurisdiction and/or CTAP eligible.

Duties

Help

  • Analyzes and makes the final determination of the competency of veterans and other VA beneficiaries and provides the final notification of the determination.
  • Adjudicates award actions for the Fiduciary Program, to include release of retroactive payments, suspended, resumed, terminated and/ or recovered when appropriate.
  • Authorizes, reviews and approves the pending award action for technical accuracy, clarity, and thoroughness.
  • Ensures beneficiaries receive all benefits to which entitled, including those pertaining to dependents.
  • Prepares Statements of the Case (SOC) on Fiduciary Program appeals.
  • Gives final approval of accounts received from guardians, attorneys, legal custodians, or chief officers of state institutions except those showing a major account deficiency which cannot be remedied by correspondence. Approval is only given if the accounting is proper in every respect including commissions and/or fees within statutory or policy limits.
  • Communicates with veterans, beneficiaries, Office of Inspector General, other FSR's as required to obtain and clarify information.
  • Updates EDP systems: VBMS-R, Share, VETSNET Awards, VBMSA, Virtual VA, and Fiduciary Benefits Systems (FBS) and its successor Beneficiary Fiduciary Field System (BFFS).
  • Provides Promulgation training to members of the Fiduciary Hub, RO employees, service organizations, and stakeholders.
  • Provides training to other members of the Fiduciary Hub, VARO employees, service organization personnel, and other stakeholders, as needed.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:

Time-In-Grade:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
Note: You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess 1-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade.
DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.

In addition to the Time in grade requirement listed above, you must also meet the specialized experience and/or education requirement listed below.

Specialized Experience:
GS-10 Level: To qualify at this grade, you must have one year of specialized experience equivalent to the GS-9 level or higher.
Specialized experience is defined as experience (1) Applying federal, state, and local laws regarding benefit programs; (2) Conducting interviews to evaluate eligibility for benefits and services; (3) Applying state laws pertaining to conservatorship and estate administration; and/or (4) Knowledge of fiduciary and field examination programs sufficient to protect beneficiary's assets.

OR, Applicants may qualify based on your education as described below at the GS-10 level.
Education substitution of 2½ years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in degree in Business, Management, Economics, Finance, or another degree with coursework that demonstrates the knowledge, skills, and abilities necessary to do this work of this position. Graduate level courses must demonstrate your education has provided you the knowledge, skills, and abilities necessary to do the work of this position (as described in the How You Will Be Evaluated section of this announcement).

OR; Applicants may also combine education and experience to qualify at the GS-10 level.
Only graduate education in excess of two full years can be used to combine with experience. The combination of experience and education must total at least one year. To compute your combined total, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 45. Add the two percentages. The total percentage must equal at least 100% to qualify.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Grade progression is GS-10/GS-11.

Pandemic Telework Program: Due to COVID-19, VA is currently in an expanded telework posture.
