Duties

Help

As the Deputy Assistant Secretary Tax Trade and Tariff Policy, you will:

  • Supervise the TTB Administrator.
  • Provide policy direction to TTB based on input from Treasury leadership, US Government leaders, TTB leaders, federal advisory committees, and external groups.
  • Work with Department of Homeland Security (DHS) and Customs and Border Protection (CBP) leadership to develop customs policies; provide policy guidance to DHS on issues related to revenue and regulation of trade for economic purposes.
  • Provide guidance on briefings, materials and presentations educating external groups on Tax and Trade and tariff and customs policy requirements.
  • Coordinate policy guidanceon policies/regulations suggested and/or implemented.
  • Review and support implementation of performance measures and metrics for evaluating TTB revenue collection and tariff activities.
  • Guide interface between TTB operations and policy with other USG operations external to Treasury.
  • Communicate and aid interpretation and operationalization of key tax and trade policies within TTB.
  • Enable liaison between CBP and Treasury Departmental Offices, especially Tax Policy and International Affairs.
  • Monitor and assist development of policies for regulations relating to tariff and trade laws, representing Treasury perspective on policy issues.
  • Consult with external parties on customs policy issues; co-chair the Commercial Customs Operations Committee, the customs federal advisory committee
  • Coordinate with Legislative Affairs to consult with Congress.
  • Support International Affairs and the Office of the US Trade Representative on international trade negotiations; provide oversight of implementation of international trade agreements.
  • Work closely with counterparts in the Office of Terrorism and Financial Intelligence, particularly regarding the use of trade related sanctions and import bans.
  • Collaborate with other offices across Treasury, including General Counsel, Legislative Affairs, International Affairs, Domestic Finance, Terrorism and Financial Intelligence, and Public Affairs.

Please be advised the individual selected for this position will likely require certification by a Qualifications Review Board (QRB) conducted by OPM, prior to receiving the Senior Executive Service (SES) appointment. Your responses are required for each of the ECQs, unless you have had your ECQs previously certified by an OPM QRB for the SES. If you completed an SES probationary period, or did not have to serve one, and were removed for a reason that made you ineligible for reinstatement to the SES, you will need a new QRB certification.

If you already have been certified by an OPM QRB, submit proof such as a copy of the certification or an SF-50 showing SES Career Status. Your SF-50 should show a code 4 in block 34. If it shows a code 3, you must address the ECQs or provide a copy of the OPM certification.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs):

All applicants must submit a written narrative that addresses each of the MTQs separately. The narrative must not exceed one (1) page per MTQ. Applicants who fail to adhere to the one (1) page per MTQ limit will be disqualified and no longer considered for the position. In addition to the ECQs, applicants must possess the following technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position. You must fully address each MTQ to be rated for further consideration. Applications with blank or perfunctory responses to the TPCs will not be considered.

MTQ1:
Expert knowledge of and experience with tax, trade, tariff, and customs policy issues that affect U.S. interests, policy issues facing the Tax and Trade Bureau, international trade negotiations and agreements, and the relevant U.S. policy positions. Expert knowledge and demonstrated understanding of the range of issues of interest to the U.S., and a focus on issues such as alcohol and tobacco regulation, emerging areas potentially subject to regulation and excise taxes, immigration, and foreign-trade areas.

MTQ2: Significant experience developing new regulatory hypotheses, concepts, and techniques on complex tax, trade, tariff, and customs policy issues and arising from: (a) developments in regulatory practices in the United States and foreign countries; and (b) U.S. relations, negotiations, and agreements with other countries and international organizations. Experience developing and communicating policy advice and recommendations to a broad range of stakeholders based on the aforementioned.

MTQ3: Extensive experience representing an entity (e.g., a U.S. agency, corporation) in a broad range of settings and communicating complex issues and ideas to senior government officials and external stakeholders interested in tax, trade, tariff, and customs policy. Displays ability to convey observations and recommendations related to international trade, excise tax policy and collection, and customs, including providing context for major economic and other policy objectives.

CONDITIONS OF EMPLOYMENT:

Those determined best qualified will advance in the process and may be offered the opportunity to participate in the interview process. The selectee must already be certified by an OPM Qualifications Review Board(QRB) or receive certification prior to being appointed to this position.
