Duties

Help
  • You will serve as a Telecommunications Manager in Communications System Branch, C4 Shore Infrastructure Planning Division, Plans, Programs and Requirements Department at Naval Computer and Telecommunications Area Master Station, Pacific (NCTAMSPAC)
  • You will develop detailed plans, set priorities for projects, prepare budgetary justifications and coordinate the allocation of resources to implement systems plans and projects.
  • You will review equipment and facility specifications, monitor and resolve technical communications problems and develop operational acceptance tests in support of regional and command telecommunication long-range goals and objectives.
  • You will provide technical and management oversight on standards and policy, budget submissions, personnel and training requirements and facility upgrades.
  • You will provide advice to key management personnel at the station and the region on new and proposed Command, Control, Communications, Computers, Intelligence (C4I) programs to be undertaken for the Navy-wide telecommunications community.
  • You will be responsible for maintaining consistency of a C4I systems performance, functional and physical attributes with its requirements, design and operation information throughout its production life cycle.
  • You will be responsible for the systems integration management of new C4I systems installations, hardware/software updates and removal of obsolete or legacy systems.
  • You will be responsible to acquire the necessary resources that allow NCTAMSPAC to deliver the best telecommunications and information systems service to the warfighter.
  • You will formulate financial plans for the capital and operational costs associated with C4I infrastructure procurements, establish benefits and justify expenditures.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 752 within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by:

  • Developing plans, setting priorities for projects, preparing budgetary justifications, and coordinating the allocation of resources to implement Command, Control, Communications, Computers, Intelligence (C4I) or similar telecommunications systems plans and projects.
  • Performing System Integration Management of new C4I systems installations, hardware/software upgrades, and removal of obsolete or legacy systems using rigorous project management techniques to coordinate and manage system changes with various agencies and program offices.
  • Formulating financial plans for the capital and operational costs associated with C4I or similar telecommunications systems shore infrastructure.
  • Developing policies, procedures, and tools for the management and implementation configuration control and system baselines for all planned and installed systems.
