Duties

Help

As a Financial Management Specialist, you will:

  • Develop, prepare, and distribute instructions for the preparation and submission of the travel expense reimbursement voucher (package reviewed and updated/revised twice yearly, or as needed).
  • Develop, prepare, and present a live lecture addressing the preparation and submission of an expense voucher. Delivers lecture to each midshipman class prior to their Sea Year assignment.
  • Review drafts of revised Sea Year expense reimbursement regulations issued by the Academy Superintendent's Office and Shipboard Training, contributing Finance Travel section recommendations and opinions of operating ramifications of proposed changes in procedures and rules.

The ideal candidate will possess exceptional skills in preparation and execution of Midshipman Travel. Proficient identifying trends based on analysis of travel data, tracking expenditures and monitoring costs. The candidate will have experience and working knowledge of travel functions while applying Joint Travel Regulations and Department of Transportation (DOT), MARAD and USMMA travel policies and guidelines. The ideal candidate will also have advanced competencies in writing, developing/ maintaining spreadsheets and be able to effectively communicate while executing strong customer focus and orientation.

CONDITIONS OF EMPLOYMENT:

  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.

You can also qualify based on a combination of graduate level education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:

  • Experience providing travel policies, travel management by providing advice for all financial management activities and experience processing financial transactions in accordance with applicable statutes, regulations, and policies.

To qualify for the GS-09 on Education alone, you must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Program Knowledge – Monitors the travel program and performing investigations, as warranted, into unusual cases, reporting cases as needed for further investigation.

2. Technical Knowledge – Provides technical guidance and support to a variety of working groups and taskforces in a variety of areas impacting travel management.

3. Communication – Ability to effectively communicate management issues with supervisors, peers, agency and department management staff and external customers/interests.
