About the Position: This is an interdisciplinary, WPKK Program Manager position. This position functions as a Cultural Resource Subject Matter Expert to support implementation of the Wana Pa Koot Koot (WPKK) program. You will plan and execute archaeological studies of areas at US Army Corps of Engineers properties on the Columbia River and work sites, on land and in water, and/or provide guidance and oversight of archaeological services contracts.

Help
  • Manage the WPKK FCRPS working group to ensure meaningful coordination takes place between tribes, federal and state agencies regarding cultural resource management within the FCRPS.
  • Develop and maintain proficiency in US Corps of Engineers business and administration processes to ensure accountability and documentation.
  • Write scopes of work, generate cost estimates, and assist with negotiating the service contracts.
  • Oversee contracts and coordination of the FCRPS program activities.
  • Responsible for the development and oversight of Project Delivery Teams (PDT) to complete program goals.
  • Prepare authoritative and comprehensive reports and other products related to the FCRPS Cultural Program.

In order to qualify, you must meet the education and experience requirements described below. In order to qualify, you must meet the individual occupational requirements below.

Basic Requirement for Geographer:

A. Degree: Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.OR

B. Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.

Basic Requirement for Historian:
A. Degree: Bachelor's
degree (or higher degree) in history; or related field that included at least 18 semester hours in history.OR

B. Combination of Education and Experience: Courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, plus appropriate experience or additional education.

Basic Requirement for the 0193 Archeology Series:
A. Education - Degree: Bachelor's degree (or higher degree) that included 3 semester hours each in the following course areas: (1) history of archeology; (2) archeology of a major geographical area such as North America or Africa; (3) regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; (4) theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; (5) archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; AND six semester hours of related course work in: (1) geography, geology, or cultural geography; (2) history, historiography, or historical archeology; (3) environmental studies; (4) scientific writing (nonfiction English composition); and/or (5) surveying; AND archeological field school. OR

B. Education - Related Curriculum: Bachelor's degree (or higher degree) in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements listed in A above (including archeological field school).OR

C. Combination of Education and Experience: College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. OR

D. Experience: Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience
: One year of specialized experience with leading complex archeological, historic and cultural resource protection projects involving tribes and stake holders to ensure archeological, historical and cultural values are identified and proper preservation procedures are followed. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).

Education
