Help

The employee provides expert level advice in the area of writing and editing. Serves as a trouble-shooter, providing authoritative advice and guidance on problems not susceptible to treatment by accepted methods; recommendations and decisions are characterized by breadth and importance.

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Journey Band level, equivalent to a GS-13. The salary range for this position is $106,823.00 - $138,868.00. The salary figures INCLUDE locality pay.

  • Manages the Office of Audit's writing and editing process to ensure conformity with agency publication standards.
  • Assists in writing a variety of materials on audit subjects, such as reports and articles in approved formats and in language suitable for the intended audience.
  • Gathers and develops information by researching factual materials through available sources, including a variety of resources and subject-matter experts.
  • Analyzes, selects, and organizes the information to determine the most logical and effective sequence of ideas and helps determines overall document length and tone based on the objectives, medium, and audience.
  • Reviews materials for clarity and consistency with agency policies and style requirements and works with other components on the design, preparation, and layout of all copy. Reproduces (as needed) and distributes the product to internal and external stakeholders through established procedures and channels while adhering to distribution deadlines, as appropriate.
  • Edits written materials prepared by others and reviews and verifies information gathered through research or in consultation with subject-matter experts. Examines the organization, length, and tone of materials; and edits text for grammatical correctness, clarity, appropriate reading level, and consistency with agency regulations and style requirements.
  • Recommends to authors editorial changes designed to enhance the clarity of the information, its grammatical accuracy, and consistency of the data. May be required to perform substantial rewriting to organize, balance, and complete deficient manuscripts to meet publishing objectives.
  • Coordinates contents of final drafts with originators for the final narrative. and prepares the materials for printing in compliance with publishing management criteria and agency writing principles.
  • Reviews all publications from all components for conformance with agency policies prior to release. These publications often touch on the programs of other components. Employee must recognize potentially controversial information and resolve conflicts before highest officials clear publications for release.
  • Recommends changes in agency publications policies and acts as final authority for interpreting these policies to the components.
  • Works with Points of Contact (POC) to clarify, schedule, and assist in production of work.
  • Reorganizes, revises, rearranges, or reworks written material to ensure all applicable requirements have been met.
  • Discusses major changes with the author or subject matter expert before making revisions and works directly with the author or subject matter expert to confirm technical accuracy of information and, whenever possible, gives advice and recommendations to revise poorly presented material.
  • Often rewrites, cuts, expands, or clarifies material in the interest of accuracy and clarity and to convey the appropriate information to the intended audience. Searches all available sources (i.e., magazines, newspapers, books, periodicals, document libraries, and electronic media) to remain current with up-to-date information and the latest editorial policies and practices.
  • Works with internal and external POCs to track and close report recommendations using internal tracking system. Issues letters to inform external stakeholders of the status of report recommendations.
  • Works with audit teams to maintain project files using internal tracking system.
  • Liaison between internal and external stakeholders when including and addressing management's comments, recommendations process and other project related updates.
  • Coordinates, develops, reviews, and gathers contents of the Semi-Annual Report to Congress biannually.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.

  • Bachelor's Degree in English, Research, Journalism, Writing, or Public Policy, or similar, from an accredited college or university.
  • 4 Years of Experience in writing/editing products.
  • Knowledge of Microsoft Office products, particularly MS-Word, and Adobe Acrobat.

DESIRABLE QUALIFICATIONS
  • Postgraduate or equivalent degree in English, Research, Journalism, Writing, or Public Policy, or similar, from an accredited college or university, or 3 full years of progressively higher-level graduate education leading to such a degree.
  • Previously worked at an OIG office.

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
  • Expertise in writing and editing as well as complete command of sources and research methods to develop authoritative information on the programs, policies, functions, and research of the agency; the relationships among agency programs; and related issues and practices in the private sector.
  • Ability to analyze, interpret, and integrate information in a variety of formats, such as graphs and tables, databases, and spreadsheets; and to plan and implement new formats and products suitable for new media and accessible to specialized audiences.
  • Knowledge of regulations and policies affecting agency publications; publishing concepts, practices, and standards; and recent advances in publishing technology sufficient to serve as a technical authority in those areas.
  • Skill in ensuring that written products contain no conflict with the policies and objectives of related programs.
  • Skill in managing publishing projects from conception to printing and distribution and integrating and troubleshooting the work of other specialists in the publishing process.

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
