Duties

Help
  • Provide legal advice and representation to OPM leaders on a wide variety of issues related to the Postal Service Health Benefits (PSHB) Program.
  • Provide legal advice and assistance relating to the Federal Employees Health Benefits Program regulations, policies, and other guidance as relevant to creating, implementing, overseeing, and operating the PSHB program.
  • Assist in defending against any legal challenges and provide legal guidance to senior decisionmakers on operational and other matters as they arise.
  • Analyze complex regulatory and policy issues and advise OPM program staff to defensibly implement rules to facilitate the agency's mission
  • Advise on procedures and methods for implementing new regulations; revising existing regulations; and the sufficiency and procedural adequacy of proposed policies and policy initiatives.
  • Make recommendations and provide legal opinions related to prospective changes in programs and policies resulting from new legislation, new interpretations of existing laws, and/or significant developments in the health insurance field/industry.
  • Make recommendations and provide legal opinions on contracts under the PSHB program.

Qualifications

Applicants must have:

  • A J.D. from a law school accredited by the American Bar Association;
  • Active membership, in good standing, of the Bar of a State, territory of the United States, or the District of Columbia; and
  • At least one year of experience that demonstrates a familiarity with health insurance law, including familiarity with Medicare.
Preferred Qualifications:
  • The ability to provide excellent customer service and to exercise sound judgment and decision making in challenging and/or novel situations;

  • Strong oral and written communication skills;

  • High competence in legal research and analysis, including the ability to effectively integrate and synthesize facts and law to make legally sound decisions, including in compressed timeframes;

  • The ability to work both independently and as a team member in a demanding environment;

  • Willingness to consider diverse perspectives and ability to navigate changing circumstances;

  • Ability to effectively manage multiple work assignments and competing priorities concurrently;

  • Ability to develop and maintain collaborative working relationships, both within and outside OGC;

  • Experience litigating or providing support in litigation is a plus; and

  • Knowledge of and familiarity with any of the following: government contracts, tax law, civil procedure, health data, or privacy law.

Additional information

Relocation: Relocation expenses will not be paid. Current OPM employees may qualify as an exception.
