Duties

Help
  • Serves as the Chief Information Officer (CIO), providing vision and leadership in the development of information strategies to support the mission, vision, objectives, and priorities of the PEO
  • Formulates policy and strategic vision, develops strategic plans, independently makes decisions and exercises full operational and financial management authority for assigned programs.
  • Responsible for oversight/integrating authority for organization's information technology, cybersecurity, security, and management mission requirements.
  • Ensures implementation and compatibility of local information programs to broad policies and program guidance from higher echelons.
  • Establishes information systems, systems architecture, and cybersecurity management policies, standards, procedures, and practices; monitors projects for compliance.

  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level 2 (Practitioner) in the Acquisition Career Field Program Management within 60 months of entrance on duty.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position requires the incumbent to be able to obtain and maintain a determination of eligibility for a Top Secret security clearance with Sensitive Compartmented Access (SCI)for the duration of employment.
  • This is a testing designated position. Personnel is required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as Critical Under the Department of the Army Drug-Free Federal Workplace Program).
  • Personnel must pass a drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written three-year tenure agreement.
  • This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: In order to qualify for this position your resume must describe one year of specialized experience equivalent to the NH-03 (GS-13 or equivalent) grade level in the Federal service which includes: 1) Developing policy, plans, and strategies in compliance with information technology laws, regulations, policies, and standards in support of organizational information technology activities; 2) Relating strategy, business, and technology in the context of organizational dynamics; 3) Managing cyber threats and vulnerabilities by applying laws, regulations, policies, and ethics as they relate to cybersecurity and privacy; AND 4) Directing the work of an organizational unit leveraging best practices for agile development and continuous improvement and continuous development (CICD).

Applicants must have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service NH-03 (or GS-13 equivalent).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

The Army Civilian Education System (CES) is a structured, progressive, sequential program which broadens the targeted civilian educational training base. It provides leader training and education that supports civilian leaders' career path requirements and professional development, and promotes lifelong learning and self-development as integral parts of the civilian leader development program. CES provides leader development opportunities for Army civilians. The following course and time requirements apply to this position:

  • The Foundation Course (FC) is required for all employees hired after 30 September 2006.
  • The Supervisory Development Course (SDC) must be completed within one year of placement into the position.
  • For supervisor at the GS-13 to GS-15 levels (or equivalent pay bands), the Advanced Course (AC) must be completed within two years after placement into the position. This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
