Summary

This position is located within the Research Service VA Center of Excellence in Functional Electrical Simulation (FES), a leader in developing technology to restore function to individuals with paralysis and paresis. The Public Affairs Specialist is responsible for developing and implementing a strategic communications plan that utilizes a multi-pronged approach to build strong awareness of FES Center research programs and technologies to the scientific, clinical, and general public audiences.

NOTE:
This is a TERM appointment (not-to-exceed 366 days). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4 year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.

Major duties and responsibilities include:

  • Responds to requests from stakeholders, scientific, academic and public medical communities and outlets
  • Coordinates media interviews
  • Develops, populates, and maintains the FESC website
  • Develops a social media plan
  • Creates written materials, webinars, videos, and web-based programs that transmit scientific information concerning the nature and purpose of the center's programs, projects, technologies, surgical methods, and trainings
  • Develops scientific information, including biomedical illustrations and animations to represent research programs, methods and technologies
  • Provides oversight and direction to researchers and staff in developing and coordinating media requests and visits
  • Develops and implements the public affairs strategic plan, to include strategies addressing social, web, print, and broadcast media
  • Oversees program planning and execution of FESC sponsored scientific conference
  • Provides supervisory leadership to student biomedical illustrator
  • Develops and manages vendor relationship and contracts to meet project timelines and budget objectives
  • Coordinates web streaming capabilities for seminars, investigator presentations, and meetings
  • Performs other related duties as assigned

Work Schedule: Monday through Friday, 8am to 4:30pm

Qualifications

TO QUALIFY FOR THIS POSITION AT THE GS-9 LEVEL, YOU MUST MEET ONE OF THE FOLLOWING:
EXPERIENCE: One (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the work of a Public Affairs Specialist. To be creditable, specialized experience must have been equivalent to at least the GS-7 level of Federal service. Specialized experience is experience where you were responsible for applying advanced communication and analytical practices, methods and techniques to the solution of complex public affairs problems; planning, developing, and producing a variety of materials and publications (including print, visual, Web-based, social medical, multimedia, and video materials) to achieve understanding of various points of view or concepts from those in the public with varying levels of understanding and different interests and perspectives on the subjects; establishing and maintaining effective working relationships with local media representatives and community groups; presenting information to individuals, and large and small groups; and gathering and evaluating information for communication to media. Note: Your experience must be detailed in your resume to receive full credit. ~OR~
EDUCATION: You must possess a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Note: Transcripts must be submitted at time of application. ~OR~
COMBINATION: Combinations of successfully completed graduate level education (beyond the first full year) and specialized experience, as described above, may be used to meet total qualification requirements. Note: Transcripts must be submitted at time of application.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience.
