This position is located in the Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA), Policy Office, Law Enforcement Operations Division. BJA's broad and complex criminal justice grant programs, which are nationwide in scope, provide funds, training and technical assistance (TTA) to state, local, and tribal criminal justice communities. The Policy Office provides national leadership in criminal justice grant programs, training, and technical assistance. The incumbent will:

1) Serve as a Policy Advisor in law enforcement operations with a focus on officer safety and wellness, and law enforcement recruiting and retention.

2) Serve as a technical expert in the administration of a wide variety of complex criminal justice law enforcement operations with an emphasis on officer safety and wellness, law enforcement recruiting and retention, and related grants, cooperative agreements and/or contracts.

3) Negotiate technical aspects of officer safety and wellness, and law enforcement officer recruiting and retention on the federal grants, contracts, cooperative agreements, and inter-agency agreements to ensure the greatest potential for success and impact of vital programs.

4) Monitor overall performance of officer safety and wellness, and law enforcement recruiting and retention grantees for adherence to research-based principles, fidelity to a model, and success in implementation.

5) Maintain contact with training and technical assistance providers and periodic contact with site-based grantees to stay current with their progress and implementation efforts, needs, and problems associated with officer safety and wellness, and law enforcement officer recruiting and retention.

6) Provide advice and guidance to resolve, implement, or manage program issues that involve major areas of uncertainty in approach or methodology around officer safety and wellness, and law enforcement recruiting and retention.

7) Make recommendations related to officer safety and wellness, and law enforcement recruiting and retention program planning.

8) Serve as a technical expert in the administration of a wide variety of complex officer safety and wellness, and law enforcement recruiting and retention strategies to inform the development and management of grants and/or cooperative agreements.

9) Provide guidance and recommendations on officer safety and wellness, and law enforcement recruiting and retention related initiatives.

10) Develop and maintain effective relationships with national, state, tribal and local experts, administrators, high-level officials, policy makers, and planners in officer safety and wellness, and law enforcement recruiting and retention areas.

11) Serve as a BJA representative on interagency task forces focusing on officer safety and wellness, and law enforcement recruiting and retention programs whose members may include high-level DOJ officials and other executive branch representatives.

12) Researches and prepares a variety of written materials related to administrative or program work, such as researching program trends and preparing correspondence, memoranda, white papers, or other documents relevant to program activities.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience at the GS-12 level include: experience with law enforcement operations with an emphasis on officer safety and wellness, and officer recruiting and retention; experience with laws, regulations, rules, policies and procedures for the administration of Federal grants and cooperative agreements related to law enforcement operations with an emphasis on officer safety and wellness; experience formulating guidelines, implementing new initiatives and providing policy interpretation for law enforcement operations with an emphasis on officer safety and wellness programs and officer recruiting and retention strategies; experience evaluating and monitoring law enforcement operations with an emphasis on grants programs or cooperative agreements; or experience as a technical expert in law enforcement operations with an emphasis on officer safety and wellness, and officer recruiting and retention grants and/or cooperative agreements.

TECHNICAL QUALIFICATIONS:

Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:

Knowledge of the laws, regulations, rules, policies, procedures, and methods governing Federal officer safety and wellness, and/or law enforcement recruiting and retention grants and/or cooperative agreements, and awards;
Ability to provide advice and guidance on officer safety and wellness, and/or law enforcement recruiting and retention grant and cooperative agreement policies, Standard Operating Procedures, and guidelines;
Ability to apply analytical methods and techniques in the identification and resolution officer safety and wellness, and/or law enforcement recruiting and retention grant and/or cooperative agreement administration issues;
Ability to plan and execute work.;
Ability to communicate in writing;
Ability to communicate effectively other than in writing.

TIME-IN-GRADE REQUIREMENT: Status applicants for promotion must have 52 weeks of service at the next lower grade by the closing date.
