MPS is a large scientific directorate organized into five discipline-oriented Divisions (Divisions of Astronomical Sciences, Chemistry, Materials Research, Mathematical Sciences, and Physics) along with a strategic interdisciplinary component located within OAD itself.

The mission of MPS is to harness the collective efforts of the mathematical and physical sciences communities to address the most compelling scientific questions, educate the future advanced high-tech workforce, and promote discoveries that meet the needs of the Nation. MPS seeks to advance and transform the development of the next generation of scientists by fostering support to interdisciplinary scientific programs that span in scope and complexity, ranging from individual investigator awards to small groups, as well as large centers and multi-user facilities. The convergence of disciplines and various ways to organize researchers allows MPS to invest in compelling basic science that underpin and enable advances in the technologies of the future and partnerships that help support a strong U.S. economy.

The incumbent for this positions serves as the Directorate Operations Officer (DOO) responsible for directorate-wide strategic planning and policy, strategic human capital
management, business process development and streamlining, and assessment and oversight of administrative processes; communication and coordination of activities within the MPS OAD; and supervisor of OAD administrative staff.

Major Duties Include:

  • Participates in Directorate discussions on strategic priorities. Identifies and evaluates key factors that impact or have implications for the Directorate, including changes in Congressional and Executive direction and/or research and education community needs. Identifies actionable strategies, goals, and desired results. Develops and disseminates executive-level strategic plans.
  • Responsible for development of the MPS portion of the NSF human capital plan and annual report to support the ongoing process of human capital management within MPS, ensuring that the human capital assessment and accountability plan addresses strategic alignment, leadership and knowledge management, a results-oriented performance culture, and management accountability.
  • Serves as the primary advisor to senior Directorate officials on human capital issues, and provides human resources-related advice/consultation to staff and management officials. 
  • Designs strategies and implements processes for planning, implementing, and monitoring MPS activities to ensure management effectiveness. Identifies opportunities for continuous improvements to proposal processes, databases, and systems. Provides leadership and guidance to ensure that any new developments in NSF’s grants, proposals, awards, and monitoring processes are clearly communicated to MPS program staff and effectively implemented.
  • Provides coordination and oversight for development of materials for presentation of new programs and major awards to appropriate MPS and NSF stakeholders for review and approval.
  • Serves as the primary point of contact for communication and coordination across MPS divisions/office. Manages and coordinates the activities of MPS OAD and its outreach to the divisions/office.
  • The employee serves as the first-level supervisor for the team and performs all functions of a supervisor – plans and assigns work, evaluates performance, provides advice/guidance, performs hiring functions, resolves complaints, performs disciplinary actions, when necessary, identifies training needs, increases productivity.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade/equivalent.

Qualifications

To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 level in Federal service performing a full range of strategic leadership functions for an organization. Examples of specialized experience include: serving as an advisor regarding human capital issues; overseeing the development & implementation of administrative procedures & business policies; performing staffing planning & analysis; analyzing & overseeing contracting activities & managing contracts; analyzing & developing solutions to organizational issues to improve overall effectiveness; and supervising & managing staff.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
