This is an open/continuous vacancy used to fill positions as needed. You must renew your application every 60 days in order to remain active. The advertised salary range incorporates all locations and levels (intermediate or skill). At the time of selection, individual salary will be determined accordingly. An additional cost of living allowance (COLA) applies to positions in Hawaii.
Intermediate Level: The incumbent serves as a Contract Specialist within the U.S. Army Installation Management Command using simplified acquisition techniques and methods in performing both pre-award and post-award functions. Work is performed with assignments designed for advancement to higher levels of performance under a high level of technical supervision. Upon meeting training and competency requirements, the incumbent may be non-competitively reassigned to Contract Specialist Skill Level (PD# 18908) or Senior Level (PD# 18907).
The incumbent is responsible for preparing and issuing solicitations and negotiating the award for typically commercial off the shelf supplies and services, such as purchase orders, delivery orders, simplified acquisitions, blanket purchase agreements and purchase card orders.
Skill Level: Performs work for both pre-award and post-award functions under technical supervision of a leader or supervisor. Work is performed with assignments designed for advancement toward working more complex procurement actions. Upon meeting training and competency requirements the incumbent may be non-competitively reassigned to Contract Specialist (Senior Level), PD #18907.Performs contracting and procurement functions regarding service, supply, and/or construction contracts. The incumbent is responsible for planning, developing and managing contractual actions for non-complex functional areas and/or for procurements that are recurring. Reviews requirement package for completeness, accuracy, and compliance with administrative, regulatory and procedural requirements. Develops solicitation and contract in accordance with regulatory requirements and performs the full range of source selection applicable to each procurement.
Education is not required for this position and will not be utilized in determining minimum qualifications.
