Duties

Help

This position is located at Alcohol and Tobacco Tax and Trade Bureau, Office of Analytics.

The Office of Analytics serves as TTB's central resource for data integration and advanced analytics. We are looking for a Management Analyst to lead data governance initiatives that promote and ensure the availability of high quality data for program analysis and evaluation. As a Management Analyst, you will:

- Coordinate TTB's open data assets, including maintaining TTB's data inventory and publishing metadata using technical best practices and tools.
- Support TTB's data governance program, including the development and implementation of formal policies and procedures.
- Support efforts to improve data quality and data stewardship.
- Interpret and implement Federal requirements on data, such as the OPEN Government Data Act, DATA Act, Foundations for Evidence-Based Policymaking Act, and Geospatial Data Act.

These are duties at the GS-13 level. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience:

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
- Coordination of an organization's open data assets, including establishing a data inventory and publishing metadata using IT best practices and tools; AND
- Support of data governance programs, including the development and implementation of formal policies and procedures; AND- Demonstrated experience improving data stewardship and data quality; AND
- Experience interpreting and implementing various information management laws and associated guidance, such as the OPEN Government Data Act, DATA Act, Foundations for Evidence-Based Policy Making Act, Geospatial Data Act, Privacy Act, and Federal Records Act.


For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
- Handling open data assets, including establishing a data inventory and publishing metadata; AND
- Support of data governance programs, such as implementation of formal policies, procedures, or data quality projects; AND
- Experience utilizing information management laws and associated guidance, such as: the OPEN Data Act, DATA Act, Foundations for Evidence-Based Policy Making Act, Geospatial Data Act, Privacy Act, and Federal Records Act.


For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes:
- Handling open data assets, such as working with a data inventory and metadata; AND
- Support of data governance programs, by using formal policies and procedures; OR
- Experience utilizing information management laws and associated guidance, such as: the OPEN Government Data Act, DATA Act, Foundations for Evidence-Based Policy Making Act, Geospatial Data Act, Privacy Act, and Federal Records Act.

OR

You can substitute experience with education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

OR

You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
