Duties

Help

  • Plans, develops, implements, and evaluates OIG human resources programs, including trends in staff levels, retention, diversity, retirements and other attrition, and prepares periodic reports to senior OIG management.
  • Manages all OIG personnel, classification, recruitment, staffing, payroll operations, compensation programs, employee relations, benefits, and performance and awards program activities.
  • Serves as the Head of the OIG’s Delegated Examining Unit for staffing services.  Ensures that work performed is in compliance with delegated examining regulations. 
  • Guides and supervises a professional staff by providing assignments, projects, or training and developmental opportunities; outlining overall projects or assignments and expected results; establishing and communicating performance standards; providing feedback; following up with staff members to discuss performance; preparing and presenting performance appraisals; recommending and/or approving awards for staff deserving recognition; and addressing performance conduct problems.
  • Provides oversight to staff to facilitate compliance with applicable laws, regulations, policies, procedures, and standards.
  • Serves in both an operational manager role and policy advisory role for OIG human resources management.
  • Makes recommendations to the Inspector General, Deputy Inspector Generals, and Assistant Inspector Generals (executives) on all human resources management issues, problems, and policies and procedures.
  • Advises the Inspector General, or designee on the resolution of all pay disputes and waivers.
  • Reviews OIG organizational structure and makes recommendations to improve efficiency of the office.
  • Provides advice to OIG executive management on policies in those instances when compliance with FDIC policies conflicts with OIG statutory duties.
  • Develops a vision, goals, objectives, strategic and performance plans, performance measures, and priorities for the Office of Human Resources, and identifies and implements methods and processes for achieving these goals.
  • Establishes and maintains liaison with Offices within the OIG, FDIC Human Resources Branch, U.S. Office of Personnel Management, Department of Labor, Merit Systems Protection Board, National Finance Center, and other federal entities to exchange information relating to major personnel policies and issues. 
  • Acquires new knowledge, skills, and expertise in response to the changing needs of the OIG.
  • Interacts with other Inspector General human resources office heads in meetings, in soliciting information on “like” functions, and in coordinating responses to IG human resources related issues.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service.  Specialized experience is defined as experience executing, providing leadership, direction, management and oversight in Federal civilian HR laws, rules, regulations and policies in the areas of Staffing, Recruitment and Placement, Position Classification and Employee Relations.  In addition, experience needed in at least two of the four following functional federal human resources program areas: 1) personnel and payroll operations; 2) employee benefits; 3) performance and awards management; 4) human capital strategic planning and policy. Your resume must support the experience in the functional federal human resources programs.

  • Knowledge of human resources management functions relating to: Staffing, Recruitment and Placement, Pay and Compensation, Employee Benefits, Employee Retirement, Employee Relations, Position Management and Classification, Personnel/Payroll Operations and Processing and Employee Training and Development.
  • Skill in effectively managing a multifunctional organization and supervising a work force of diverse individuals, including resource management, preparing strategic plans and objectives, and developing implementation plans.
  • Ability to hold Delegated Examining Authority Certificates in order to serve as the Head of the OIG’s Delegated Examining unit.
  • Knowledge of the Corporation and its mission, strategic goals, and objectives, and changes in relevant laws, regulations, standards, and policies and procedures.
  • Ability to communicate orally to provide diplomatic advice to employees and brief senior management on personnel issues.
  • Ability to communicate in writing to develop comprehensive procedures, policies and other guidance.
