The Investigative Analyst , located in the office of Investigations is responsible for research, analysis, evaluation of information, and production of reports to assist the Program Managers in ongoing investigations and to determine new avenues for investigative initiatives.

OIG's Office of Investigations (OI) investigates potential crimes and civil violations of law involving VA programs and operations committed by VA employees, contractors, beneficiaries, and other individuals. These investigations focus on a wide range of matters including health care, procurement, benefits, education, construction, and other fraud; cybercrime and identity theft; bribery, embezzlement, and conflicts of interest; drug offenses; and violent crimes. OI is staffed by special agents, forensic auditors, and other specialized staff in headquarters divisions and regional field offices that use data analytics, cyber-tools, covert operations, and other strategies to detect and address conduct that poses a threat to or has harmed VA personnel, operations, and the veterans or other beneficiaries they serve. Through criminal prosecutions and civil monetary recoveries, OI's investigations promote integrity, patient safety, efficiency, and accountability within VA.

The following are the duties of this position at the GS-13; however, if you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Identify and develop new scenarios for detecting fraud and misconduct within a broad spectrum of VA programs. These proactive misconduct detection scenarios identify VA employees and others who abuse the public's trust in the integrity of VA. These scenarios also identify VA policy or procedure changes which can prevent VA employee misuse of computer systems and other programs.
- Investigative leads are identified using investigative initiatives or developed on an ad hoc basis from the Program Managers' support requests or referrals from other VA sources. These leads are then resolved by the investigative analyst using multiple research tools. Research will result in either a referral to the appropriate Program Manager, investigative field division, or a determination that the VA employee conduct was appropriate.
- Monitor, review, and update assigned national and local investigative initiatives to determine whether initiatives are generating productive leads for VA OIG. Takes action, when necessary, to modify the investigative steps to ensure productive leads are generated or makes recommendations to the Program Managers when the initiative is no longer productive.
- Conduct special studies on operations requested by the Assistant Inspector General for Investigations, the Deputy Assistant Inspectors for Investigation, or other senior VA OIG staff.
- Prepare and conduct briefings on new analytical techniques or VA program fraud detection scenarios to Program Managers, VA OIG Special Agents in Charge, and OI senior executives. The incumbent serves as a technical expert to VA OIG and OI management on critical operations.

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service.
Specialized experience or General experience for this position includes:
- Gathering data on allegations or investigations using law enforcement and intelligence databases; AND
- Researching, analyzing, and evaluating information, databases, financial records, bank statements, social media platforms and evidence; AND
- Developing, writing, and editing investigative reports and related correspondence.

For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11grade level in the Federal service.
Specialized experience or General experience for this position includes:
- Experience with using law enforcement intelligence databases or other databases; OR
- Assisting with researching and analyzing databases, such as financial records, bank statements or social media platforms; AND
- Assisting with developing or writing reports and related correspondence.
