Help

Major Duties Include:
  • Manages the areas of acquisition, contract management and performance, and network support of health care.
  • Leads planning, management, and oversight of acquisitions in support of Integrated Veteran Care activities.
  • Provides advice and analysis on complex acquisition/Federal Acquisition Regulation situations.
  • Assists in the development of short, medium, and long-term plans to achieve strategic objectives.
  • Provides personnel management for Directorate staff and ensures compliance with established policies and procedures.
  • Serves as the principal liaison establishing and maintaining mutual understanding and cooperation between VA health care third-party administrators (TPAs) for contract changes.
Work Schedule: Monday through Friday, between 8:00 am to 4:30 pm

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Applies knowledge of administrative program management to the health care arena.
  • Uses analytical and evaluative methods as well as risk management approaches to solve broad program issues.
  • Manages program functions related to healthcare contracting at a nationwide, network or similar level utilizing knowledge of multifaceted health care delivery systems and their relationship to external review organizations and academic medical centers as well as hospital and service level operations including developing a comprehensive network of community care providers.
  • Analyzes health care data to develop reports and recommendations and identify risks and opportunities using knowledge of statistical, strategic planning, data analysis and project management principles.
  • Develops new or modified work methods, management processes, staffing patterns, procedures for administering program services, guidelines, and procedures.
  • Analyzes and evaluates broad and complex problems and makes recommendations for solutions utilizing knowledge of and practical familiarity with health care principles, theories, and practices.
  • Employs health care management principles with complex problem-solving situations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is primarily sedentary, with lifting of no more than 20 lbs. Some travel is required.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
