Summary

As a Program Specialist you will represent the office and will liaise with subject matter experts (SMEs) from across GSA to ensure activities are fully coordinated and that SME interests are properly represented.

Location of position: This is NOT a virtual position. Location is negotiable after selection.

Duties

  • Collaborates with senior management officials to help develop authoritative papers that state the agency’s position and further the objectives of the organization’s programs.
  • Serves as a technical advisor for assigned program activities, recommending appropriate resources to facilitate accomplishment of objectives.
  • Assists senior leadership and management officials in planning, coordinating and executing internal administrative duties that include, but are not limited to, work procedures and processes, information resource management, financial/budgetary planning and execution.
  • Monitors and adjusts as necessary the budget activities financial budgeting and reporting measures and results. Coordinates and collaborates with the supervisor. Produces accurate and timely management reports for the OCFO. Manages the allocation of the budget activities. Forecasts resource utilization and tracks demand and utilization.
  • Supports the senior management team in managing and responding to ad hoc data calls, correspondence, and/or requests for information.
  • Oversees FOIA requests, responds to complex questions, arranges for training, etc. Prepares and/or conducts briefings for higher level management to explain specific analysis of subject matters, as well as to provide recommendations or action plans, and to provide guidance and/or direction for implementation. Makes recommendations for the development or modification of program objectives and resource utilization to achieve established goals, and to improve performance of operating programs.

The GS-13 salary range starts at $94,373.00 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is providing expert advice and assistance to agency managers in a variety of program areas and/or special projects and assignments. Examples include: evaluating programs and/or business lines to identify problems and recommend viable solutions; analyzing program or operational changes to assess potential impact; coordinating meetings with managers and determining agenda criteria and required presentation information.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement complex management processes and systems. Ability to function in a dynamic environment, assimilate new information, relate it to ongoing actions, and incorporate it into the management decision-making process.
  • Knowledge of organizational and management principles, techniques, theories, practices and policies to address a variety of management and organizational problems, provide advice and recommendations. Knowledge of budget activities financial budgeting and reporting. High level of expertise in planning, programming and budgeting techniques and their interrelationships, and the use of accounting and information systems in program budgets.
  • Ability to forecast the impact of budgetary decisions or alternatives on the financial condition of the organization, to project resources availability based on economic conditions and variable price/cost determinations. Ability to prepare a wide range of written material. Skill in written communications to develop and prepare analytical reports of findings and recommendations, and briefing papers.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
