This position of Deputy Assistant Inspector General for Investigations assists the Inspector General in providing Departmental level policy, overall leadership, and general supervision, direction and coordination of all domestic and foreign investigative activities related to Department programs and operations which are essential to and for the effective management of the Department of Agriculture.
Summary
This position of Deputy Assistant Inspector General for Investigations assists the Inspector General in providing Departmental level policy, overall leadership, and general supervision, direction and coordination of all domestic and foreign investigative activities related to Department programs and operations which are essential to and for the effective management of the Department of Agriculture.
This position is open to current permanent Federal employees with competitive status; Reinstatement eligibles and current and former Excepted service employees.
Location is either Washington, D.C., or negotiable upon selection where a Department of Agriculture, Office of Inspector General - Investigations' office is located.
Implements the Department's domestic and foreign investigation programs and activities and supervises the performance of investigative activities relating to the Department's programs, worldwide.
Provides policy direction, as well as supervision and coordination, of investigations relating to the programs and operations of the Department.
Formulates and proposes policies impacting operational activities of the Department for the purpose of preventing and detecting fraud and abuse in its programs and operations.
Formulates and proposes policies for supervision and coordination of relationships between the Department and external entities with respect to investigative matters.
Reviews existing and proposed legislation and regulations relating to programs and operations of the Department.
Administers investigative management information systems including those designed to provide investigative data and information to key stakeholders, including the Secretary and Congress.
Administers a law enforcement program to investigate alleged or suspected felony criminal violation of statutes administered by the Secretary or any agency of the Department.
Provides for the technical design, management, and application of data analytics used in evidence based decision making with respect to investigative resources and work impacting USDA's programs and operations.
Serves as consultant and advisor to the AIGI, Deputy Inspector General and/or Inspector General and through a subordinate staff develop, directs and supervises an investigations program.
Formulates and proposes policies to conduct, supervise, or coordinate investigations associated with operational activities carried out or financed by the Department
Makes workload determinations, prepares justifications, and recommends priorities for long ?range planning, the annual budget, and the annual investigative program to provide the required investigative coverage.
Provides overall executive direction and coordination to Special Agents-in-Charge and Division Directors for Investigations in conducting Department-wide investigative operations.
Acts for the AIGI, Deputy Inspector General and/or Inspector General in establishing and maintaining effective working relationships on matters relating to investigative operations with other Department offices and agencies.
Administers investigative management information systems including those designed to inform the Secretary and the Congress regarding investigative activities involving fraud and other serious problems.
Conducts investigative studies and special inquiries to seek out and reduce fraud and abuse in the Department's programs and operations and ensure that appropriate administrative and/or prosecutive actions are initiated.

A one-year SES probationary period is required unless excepted by regulation

Qualifications
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience indicative of senior executive-level management capability. Typically, experience of this nature will have been gained at or above the GS-14 grade level in the federal service or its equivalent in the private sector.
To meet the minimum qualification requirements for this position, applicants must demonstrate in resume and narrative statements possession of the Executive Core Qualifications (ECQs} and the Mandatory Technical Qualifications (MTQs) listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments, and results.
EXECUTIVE CORE QUALIFICATIONS (ECQs): Applicants will be evaluated in the five Executive Core Qualifications (ECQ) listed below which are broadly applicable to SES positions throughout the Federal Government. All competitive applicants must submit a narrative statement covering each of the ECQs. Narratives should be limited to no more than a total of 10 pages for the ECQs. OPM Candidate Development Program (CDP) graduates, current career SES members or former career SES members who are eligible for reinstatement to a career-reserved position need not submit an ECQ statement.
ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit a narrative statement specifically addressing each of the following Technical Qualifications. Narratives should be limited to no more than two pages per factor. Applicants will be evaluated against each of these factors.
1. Knowledge of criminal investigations, law enforcement, and homeland security techniques, theories, programs and operations.
2. Demonstrated skill in managing, supervising and leading a law enforcement function throughout a large geographic area.
3. Ability to identify, assess, and implement law enforcement requirements for an effective law enforcement and criminal investigative program.
4. Ability to communicate and coordinate program activities with major stakeholders such as Congress, the Secretary of Agriculture, the Deputy Secretary, Under Secretaries, Administrators for various USDA agencies; other Inspector General Offices; and other Federal departments such as the Government Accountability Office or the Office of Management and Budget.

An essential element of the SES is mobility across geographic, organizational, and functional lines. Individuals selected for SES positions may be subject to reassignment, which requires you to be mobile.
