This position is in the Pathways to Enable Open-Source Ecosystems (POSE) Program within the Division of Translational Impacts (TI), Directorate for Technology, Innovation and Partnerships (TIP).
The goal of the nascent POSE Program is to harness the power of open-source development for the creation of new technology solutions to problems of national and societal importance.
The POSE program supports new open-source managing organizations: organizations that create publicly accessible, modifiable, and distributable open-sourced software, hardware, or data platforms that catalyze innovation and create a distributed community of developers. Open-source projects have the potential to go beyond their original research teams, catalyzing broad adoption across academia, industry, government, and other sectors, resulting in civic-minded communities of users and developers who coalesce around them into “ecosystems”. The early and intentional formation of such managing organizations is expected to ensure more secure open-source products, increased coordination of developer contributions, and a more focused route to impactful technologies.
The POSE program contributes to NSF’s ability to strengthen a national innovation ecosystem that helps foster innovation among broad communities, promote coordination and linkages, and develop networks to address pressing societal challenges and economic opportunities for the nation.
Duties:
NSF Program Directors bear the primary responsibility for carrying out the agency’s overall mission to support innovative and merit-reviewed activities in basic, use-inspired, and translational research and education that contribute to the nation’s technical strength, security, and welfare. To fulfill this responsibility requires not only knowledge in the appropriate disciplines, but also a commitment to high standards, a considerable breadth of interest and receptivity to new ideas, a strong sense of fairness, good judgment, and a high degree of personal integrity.
The TI division advances the impacts of NSF-funded research by accelerating the translation of research results to practice, including new technologies, companies, and industries as well as new policies, the development of new research ecosystems, educational interventions, and other broad societal impacts.
It is NSF policy that NSF personnel employed at or IPAs detailed to NSF are not permitted to participate in foreign government talent recruitment programs (Foreign Talent Definitions). Failure to comply with this NSF policy could result in disciplinary action up to and including removal from Federal Service or termination of an IPA assignment and referral to the Office of Inspector General.

Candidates must have a Ph.D. in a STEM field, plus after award of the Ph.D., six or more years of successful research, research administration, and/or managerial experience pertinent to the position; OR a Master’s degree in a STEM field, plus after award of the degree, eight or more years of successful research, research administration, and/or managerial experience pertinent to the position. You must identify the date that your degree was obtained.
Candidates with possess experience in successfully working with open-source tools or artifacts in the areas of software, hardware and/or data, preferably within the context of an open-source community or ecosystem are preferred. Experience in building open-source communities or ecosystems is also advantageous.
This position is outside the competitive civil service.
