Summary

The selectee helps ensure that PPQ programs are scientifically sound and that data and information on regulated agricultural pests is produced, collected, analyzed and interpreted accurately and fully. The work is with scientists and technical personnel in the USDA, universities, the private sector, and foreign organizations to develop, evaluate, enhance, and maintain the quality of PPQ's exclusion, detection, quarantine, eradication, treatment, inspection and response programs.

Duties

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Provides scientific leadership in qualitative and quantitative analyses in support of the management of invasive species, including arthropods, diseases and other plant pests.
  • Determining, from a scientific standpoint, the likelihood of invasion, establishment, and movement of quarantine-significant exotic pests in the United States.
  • Obtains, validates, and analyzes data related to pest identification and diagnostics.
  • The selectee assigns and reviews the work of staff to ensure timely performance, soundness, and value.
  • The selectee handles any employee conduct matters or complaints that arise.

  • Domestic and international travel may be required.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

BASIC REQUIREMENT:

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Experience in insect reproduction, biochemistry, physiology, genetics, behavior or their application to the development and evaluation of tools and databases designed to support fruit fly mass rearing and plant pest regulatory programs.
  • Communicating technical information orally and in writing on all aspects of pest management system development and delivery to government agencies, cooperators, and industry.
  • Conducting research related to entomology or molecular biology or insect physiology or insect behavior, leading research projects, including graduate level dissertation research or postdoctoral research projects, communicating research results through technical publications and scientific presentations or meetings, and a track record of publishing research results in peer-reviewed journals.
  • Managing support staff and working with cooperating agencies, industry, and the public on fruit fly methods development and application to support national plant pest regulatory programs.
  • Developing and implement control methods that can be used at all levels of fruit fly and other fruit fly control using classical and new molecular approaches for sterile insect techniques.
Note: There is no education substitution for this grade level.
